| With the continuous development of the breadth and depth of the medical scientific research,the medical scientific research input is increasing.For making full use of the scientific researches resource,and increasing the utilization rate of scientific researches resource,it’s in dare need of establishing an objective,fair,scientific research performance evaluation system,which can be used by scientific research management persons to analyze the current situation of the unit’s scientific research performance from the mass data.Then,considering specific problems,the scientific research management persons can customize solution,increase the scientific research atmosphere,speed up the formulation of the benign competitive environment,and give full play to the unit’s development potential of the scientific research.Objective: Establishing a research performance evaluation system with strong operability,objective and justicial output,which can give a correct assessment of the scientific research performance of all the departments in hospital.With results,we can locate the problem lying in the utilization of scientific research resource,and customize incentive countermeasures for maximizing the scientific resource utilization.Method : With Delphi method,through three rounds of expert advices,the indicator system of scientific research performance evaluation is optimized.Then with the analytic hierarchy process(AHP),the quantitative evaluation system for the output of scientific research is built,which provides the quantitative basis for the scientific research performance evaluation.Secondly,we adopt the data envelopment analysis(DEA)to analyze the input-output efficiency of scientific research.Finally,based on the evaluation result,for maximizing the utilization of the scientific research resource,some advices on promoting the development of hospital are given.Results1)With the Delphi method,a three-level scientific research performance evaluation system is built through a three-round expert consultation,whose first-class indicator system consists of human resources and fund investments.In addition to the first-class indicator system,the indicator system of the scientific research input consists of six second-class indicators and sixteen second-class indicators,and the indicator system of the scientific research output consists of six second-class indicators and twenty-two three-class indicators.In the process of expert consultation,the initiative,professional quality,and the consistency in their opinions are all high,which makes the consultation results more believable.2)We adopt the analytic hierarchy process to set the weight coefficient of the 3-level scientific research output evaluation system based on the qualitative analysis result of experts,which gives the highest weight to the achievements in scientific research and provides a quantitative evaluation of the input-output efficiency of the scientific research.3)We adopt the factor analysis to compress the indicator system of scientific research input-output into seven factors.Then with the scores of seven factors,we use the DEA to evaluate the relative input-output efficiency of the scientific research of thirty-nine hospital departments,which shows that the technical efficiency of the hospital is high,but the scale-efficiency is low. |
