| With the frequent outbreaks of infectious diseases in East Asian region,the importance of regional public health cooperation is coming to the fore.Globalization has brought not only increased population movement and trade,but also the blurring of geopolitical boundaries between countries.The accelerated population movement and widened trade channels have brought an infectious disease crisis to East Asia.Faced with the threat of infectious diseases,countries gradually realized that the cross-border transmission of infectious diseases cannot be handled by one country alone,and East Asian public health cooperation mechanism is constantly undergoing debugging under the impact of different diseases,and the pushing outbreak of COVID-19 has brought new opportunities for the further development of the East Asian cooperation mechanism.Currently,most studies on international public health focus on the global perspective,but this paper analyzes from a regional perspective and discusses the feasibility of building a public health cooperation treaty mechanism in East Asian region.This paper mainly uses the method of literature analysis and comparative research,which is divided into six parts.In the first part,the necessity of regional governance of public health is discussed,in which the concept of public health is sorted out and analyzed,and it is concluded that public health is mainly characterized by the attributes of public goods,many participating subjects,and a wide range of dimensions.Although global public health governance is regulated by the WHO Organization Act and the International Health Regulations,it still cannot provide the needed assistance for regional governance.The second part focuses on the current situation and limitations of the East Asian health cooperation mechanism,which has evolved under the impetus of infectious disease crises,establishing information sharing mechanisms,emergency management mechanisms,and prevention mechanisms to advance health cooperation and face public health crises together.Although the cooperation mechanism has achieved good results during epidemic prevention and control,the current loose cooperation mechanism and the absence of regional cooperation treaties have led to the failure to achieve the original cooperation intention of resource coordination.The third part examines the extraterritorial cooperation mechanisms in East Asia,mainly focusing on Europe,Southeast Asia,Africa,and the Americas,in order to draw lessons and feasible models from them.The fourth part discusses the obstacles and advantages of building a regional cooperation treaty mechanism in East Asia.First,the complex situation in the East Asian region has led to slow progress in East Asian regional cooperation,but because public health falls within the scope of low-sensitivity political areas,and East Asian public health cooperation has achieved certain results after more than a decade of progress,the new crown epidemic has promoted and other reasons,giving the construction of a regional public health cooperation treaty in East Asia.The fifth section focuses on the construction of a treaty mechanism.The fifth part of the paper provides a general description of the proposed treaty mechanism and argues that the treaty mechanism should be built based on the principle of sovereign independence and the principle of public health cooperation,and should establish mechanisms for information sharing,prevention,additional measures,transparent monitoring,and dispute coordination to promote the institutionalization and standardization of the public health cooperation mechanism in East Asia.The sixth part concludes the text,expecting that the construction of the East Asian public health cooperation treaty mechanism will enhance the core public health capacity of the countries in the region while improving the level of prevention and control of infectious diseases in the East Asian region as a whole. |
