Infectious diseases have appeared at any stage of human history.In the process of globalization,countries have gradually realized that fighting infectious diseases is not a matter of a country.Cooperation between countries is necessary and inevitable.International health cooperation mechanism It came into being,and it took a long history to be gradually perfected.The current international health cooperation mechanism is centered around the World Health Organization(WHO),and the response work of WHO and countries is mainly based on the International Health Regulations(2005).Among the response measures stipulated in the International Health Regulations(2005),the Public Health Emergency of International Concern(PHEIC)is an important system,and its declaration means that infectious diseases have posed a threat to international traffic and trade,and coordinated response by the international community is required.Also,the declaration of PHEIC will also impose corresponding legal obligations on the contracting states.There have been many problems in the past PHEIC,including the international health cooperation of the new crown epidemic: the identification of PHEIC is controversial,the violation of legal obligations by some countries,and the insufficient financing of international cooperation.The main legal causes are the existence of unilateralist measures and institutional disorder in international health cooperation,the lack of transparency of WHO’s work,the vague and insufficient enforcement of the provisions of the International Health Regulations(2005),and the lack of effectiveness of the dispute settlement mechanism.To better respond to the new infectious diseases that may appear in the future,the improvement of the international health cooperation mechanism must be put on the agenda.The international community should work together to improve the WHO-centered international health cooperation framework;the International Health Regulations(2005)should be strengthened in terms of legally binding and detailed provisions to make it more feasible;WHO should further improve its work Transparency and optimize the dispute settlement mechanism to remove obstacles to the international health cooperation mechanism.
