Study On Early Warning System Of Public Health Emergencies

In recent years,the development of social economy and the improvement of people’s living standard have brought us convenience and increased social risks.The occurrence frequency of public health emergencies is high,which threatens and damages the public’s life and health rights and national security.After fighting against SARS in 2003,our country has learned relevant emergency experience,perfected the emergency laws and regulations and emergency plan system of public health emergencies,and gradually strengthened the ability of the government to deal with emergencies.However,in the early 2020 response to the new crown epidemic,it is revealed that there are still shortcomings in the emergency legal system of public health emergencies in China,and the national emergency management ability is slightly insufficient.How to improve the early warning function of public health emergencies,how to enhance the operation of existing emergency laws and regulations,how to better solve public health emergencies is a difficult problem to be solved.The occurrence of public health emergencies is sudden and undetectable,so the most important thing to deal with is to grasp the prevention and control link before the outbreak,that is,early warning link.Early warning is based on the principle of risk prevention.The system of warning before the danger expands can help the government to take emergency measures as soon as possible,and the public is ready to prevent and minimize the damage.Under the background of perfect emergency laws and regulations system in China,there are still problems to be solved in early warning.The definition of early warning,the issuing subject of early warning,the monitoring of early warning information and the starting procedure of early warning are particularly prominent.The current laws and regulations have provisions on the above problems,but there are still unclear,operational problems.Such as the concept of early warning and the concept of epidemic information disclosure there are problems of understanding deviation,early warning start-up procedures are not clear enough,expert opinions and public opinions have not been fully considered.Therefore,we must focus on the above problems,further improve the early warning system of public health emergencies,family safety emergency laws and regulations system,achieve prevention and control according to law,and give play to the important role of the rule of law in the response to public health emergencies.This paper mainly discusses the basic concepts and characteristics of early warning of public health emergencies,reinterpret the concept of early warning from another perspective,and lay a conceptual foundation for the later writing.By summarizing the practice of early warning system in the response of previous public health emergencies in China,this paper analyzes the provisions of the early warning system in the current emergency legal system of our country to find out the shortcomings of the early warning system of public health emergencies.The representative emergency management system of Germany,France,Britain and Japan is selected to analyze and find out its outstanding characteristics for study and reference.Finally,the paper summarizes the above contents and puts forward that our country should perfect the early warning system in four aspects: the concretization of the main body of early warning,the clarification of the early warning conditions,and the encouragement of social participation.
