Research On The Problem And Countermeasure Of Urban Community Governance Capability In Grave Public Health Event

Since the Fourth Plenary Session of the 19 th CPC Central Committee formulated the overall deployment of "accelerating the modernization of national governance system and governance capacity",marking the beginning of community governance into a new era background,community governance modernization has become the new era development goal of grass-roots governance in China.In 2020,the outbreak of the new crown pneumonia came suddenly,the whole country always put the life and health of the public in the most important position,then successfully overcome the epidemic with the strategic plan of "firm confidence,together,scientific prevention and control,accurate implementation ",Then we will share Chinese experience with other countries,and speed up the pace of building a community of human destiny.The COVID-19 outbreak is a major public health emergency.Epidemic prevention and control is a realistic test of national governance system and governance ability,and puts forward new requirements for urban governance and grass-roots community governance.Community is the smallest unit of urban governance.It is very important to build a harmonious society and realize the long-term stability of the country.Based on the community governance ability in epidemic prevention and control,this paper introduces the interview method,literature method and questionnaire method,takes the Y street of Pudong New District of Shanghai as an example,combs the community governance experience and summarizes the problems existing in the community governance ability.First,community emergency management in the early stage of the epidemic is inadequate.Second,humanized management is not in place.Third,the efficiency of community work is not high.Fourth,the effective degree of residents’ participation in voluntary service is not high.The reasons are mainly reflected in the shortage of emergency work system,community workers’ professional quality,information technology and so on.Through drawing lessons from experience,this paper puts forward the following governance countermeasures: first,to build a perfect emergency work system to improve the ability of community emergency response;second,to create a more professional community work team to improve the quality and level of service;third,to accelerate the construction of intelligent community and realize information development;fourth,to improve residents’ willingness to participate in governance and to enhance the participation of the public.In the course of this study,we will explore the related problems of community governance around the theory of public management,and innovate the research angle.The research conclusions can provide reference value for the future research on urban community governance.
