Research On The Risk Factors Of PPP Project Performance In Public Hospitals From The Perspective Of Social Capital

The PPP(Public-Private-Partnership)model has been widely used in the project construction of public hospitals at present.Combined with the current national conditions,most of the social capital parties involved in the construction are composed of large state-owned construction enterprises.Under the PPP mode,the social capital party as the protagonist needs to complete the transition from single construction to the whole life cycle management of investment,financing,design,construction,operation and other project life cycle management.As a result,while reducing the risks of the government and its implementing agencies,the social capital side increases performance risk of its own stages.However,there are few studies on the performance risk from the perspective of social capital,so it is necessary to comprehensively identify the performance risk factors of PPP project in public hospitals based on the perspective of social capital,and put forward the countermeasures of risk factors.This thesis firstly reviews the domestic and international research status of PPP project performance risk in public hospitals,and then summarizes the basic theories needed for the whole life cycle theory,stakeholder theory and corporate social contract theory.Through literature analysis and expert interviews,a total of 36 performance risk factors were identified.Based on these 36 performance risk factors,the questionnaire was designed and distributed to people with PPP work experience,and 268 valid questionnaires were finally recovered.The questionnaire date were analyzed by descriptive statistical analysis,exploratory factor analysis and case study.The results of descriptive statistical analysis show that the top 5 performance risk factors of importance ranking are “incomplete or inaccurate survey data”,“project schedule risk”,“intermediate stoppage risk”,“government credit rating",“ Government guarantee”.Exploratory factor analysis extracted five factors from 36 performance risk factors,which were named “construction risk”,“investment and financing environmental risk”,“survey and design achievement risk”,“operational risk” and“unforeseen risk”.According to this,the corresponding improvement strategies were proposed.Finally,combined with the actual case of the PPP project of the public hospitals in the C city of N province,the research results of this paper are verified.The research results of this thesis enrich the related research of PPP project performance risk management from the perspective of social capital,identify and prevent the existing PPP project performance risk factors in public hospitals,and provide benefits for social capital parties and related parties to avoid compliance risks.So as to improve the overall performance level of social capitalists in PPP projects,and obtaining the economic and social benefits they deserve.
