| Objective:In order to understand the development status of TCM medical service capacity in Jiangxi Province,the TCM medical service capacity of various prefecture-level cities in Jiangxi Province,Jiangxi Province and the national level as well as the surrounding provinces were compared.This paper analyzes the challenges faced by Jiangxi Province in improving the capacity of TCM medical service and promoting the development of TCM,explores the countermeasures and suggestions for improving the capacity of TCM medical service,and provides scientific reference for the health administration departments to formulate TCM related policies and plans.Methods: 1.Establish the evaluation index system of TCM medical service capacity in Jiangxi Province by means of literature method and expert consultation,to provide reference for follow-up research;2.Analyze the status quo and development trend of TCM medical service capacity of prefecture-level cities in Jiangxi Province from 2015 to 2018,as well as the comparison between Jiangxi Province and the national level and neighboring provinces from horizontal and vertical perspectives;3.Based on the above comparative analysis results and combined with the field research,comprehensively analyze the challenges faced by the development of TCM medical service capacity in Jiangxi Province;4.Study on the feasibility and targeted countermeasures for the improvement of TCM service capacity in Jiangxi Province.Results: The evaluation results of prefecture-level cities in Jiangxi Province show that: 1.The comprehensive scores of TCM medical service capacity of all prefecture-level cities fluctuated,and the overall growth range maintained a positive growth,but there were 7prefecture-level cities with a negative growth in one year.2.The ranking of TCM medical service capacity of all prefecture-level cities remained basically unchanged.From 2015 to 2018,Yichun,Jingdezhen,Yingtan and Xinyu also remained unchanged in the rankings,with Nanchang remaining the top city.The other six prefecture-level cities changed their rankings,but only by a small margin.3.The comprehensive scores of TCM medical service capacity in prefecture-level cities differ greatly.The annual comprehensive scores of Nanchang,Ganzhou,Jiujiang,Yichun and Shangrao were all greater than zero,while the annual comprehensive scores of Pingxiang,Fuzhou,Jingdezhen,Yingtan and Xinyu were all less than zero.There was a significant difference between the lowest comprehensive score of Nanchang(1.71)and the highest comprehensive score of Xinyu(-1.54).The results of the comparison and field investigation further show that the improvement of TCM service capacity in Jiangxi Province faces many challenges: 1.The fragmentation of TCM management is serious.Currently,TCM and Chinese materia medica are managed separately,which separates the internal relationship between TCM and Chinese materia medica from the system.2.Although the TCM resources per 10,000 population in Jiangxi Province are constantly increasing,compared with the national level and other neighboring provinces,they all rank at a lower position with no obvious advantages,or even lower than the national average level.3.The value of TCM medical services has been underestimated for a long time,and the service volume is far from the expectation of the government and society for TCM.Compared with the national level and neighboring provinces,the amount of TCM services is not dominant,and the proportion of TCM services in the province’s medical and health services is not more than 15%.4.The conflict between the non-profit nature of TCM institutions and the market nature of the development of TCM industry restricts TCM services from intervening in other related industries,which leads to the failure of TCM services to give full play to their function of serving the people’s health.Suggestion: 1.Strengthen the top-level design,establish the TCM Administration Department,coordinate the management of the whole industrial chain,and provide organizational guarantee for the development of TCM.2.Introducing talents and innovating talent training mode to provide talent and intellectual guarantee for the development of TCM.3.Increase financial input to provide financial guarantee for the sustainable development of TCM institutions.4.Improve the medical insurance catalog of TCM medical services,establish and improve the dynamic price adjustment mechanism of TCM medical services,and give full play to the positive guiding role of medical insurance in the development of TCM services.5.The establishment of public TCM hospital operational asset management company,promote the integrated development of traditional Chinese medicine industry,and broaden the development channel for the improvement of TCM medical service ability in Jiangxi Province. |
