Research On The Problems And Countermeasures Of Fund Utilization Of Basic Public Health Service Projects

The outbreak of the new crown pneumonia in 2019 has made people more aware of the importance of public health services in the process of fighting this major public health emergency.As the most basic public health service project with the largest number of beneficiaries,the basic public health service project is implemented to realize that everyone has the opportunity to obtain the most basic public health services.Since the start of the project,the X district government has attached great importance to it,including the project funds into the financial budget,and promoting it in urban community health service agencies and township health centers.Since2009,the district finance has allocated full amount of project funds every year,and the district health administrative department has steadily promoted the project work,and the project quality has been steadily improved.Funding for basic public health service projects is a prerequisite for the smooth development of the project,and the use of project funds directly affects the quality and effectiveness of services.This paper studies the fund usage of basic public health service projects in Area X,discovers its existing problems and analyzes the reasons,and finally proposes how to solve these problems based on the actual situation and better improve the efficiency of fund use.Through research,it is found that the X area has jointly promoted the smooth development of the project and the efficient use of project funds from the aspects of organization guarantee,fund guarantee,policy publicity,personnel training,project assessment,etc.,and has formed a stable financial investment mechanism and a complete performance evaluation system.,The content and scale of services continue to expand,and the health of the people continues to improve.However,at the same time,there are also problems such as large precipitation of project funds of the health administration department,low use rate of project funds of primary medical and health institutions,irregular use of funds,and service effects that need to be improved.The analysis is due to unreasonable financial project funding standards.,The use of funds is not clear,the financial management level of primary medical and health institutions is insufficient,and the performance evaluation system is unscientific.It is proposed to improve the use of project funds by adjusting the investment and allocation standards of project funds,improving the internal control system and improving the fund management methods,improving the performance evaluation and rewards and punishment mechanisms to improve the use of project funds.
