Research On The Supply Efficiency Of Basic Public Health Services Of Local Governments

Since the reform and opening up,China’s economy has steadily improved to a higher level,and the people’s living standards have also been continuously improved.The people’s growing need for a better life and unbalanced and inadequate development have become the main contradiction at present.People’s attention to health issues has led to stricter requirements on the way and quality of basic public health services,and the issue of medical and health services may gradually become the focus of the country’s development in the next stage.Sichuan Province promotes the development of basic public health services by expanding the scale of investment in human,financial and material aspects.However,it is impossible to achieve this only by increasing investment in order to truly meet the demands of citizens and achieve effective supply.Maintaining a low level of supply quality for a long time wastes national resources and delays the construction of the public health service system in Sichuan Province.Therefore,how to effectively improve the supply level of basic public health services is crucial to promote the development of public health.This paper takes the basic public health services in Sichuan Province as the research object,and expects to put forward practical suggestions for better and better medical and health supply by building an effective efficiency evaluation system and obtaining accurate supply efficiency measurement results,and provide a certain theoretical and practical basis for relevant departments to formulate scientific measures,thus improving the people’s sense of gain and improving the sense of well-being and security.This study combines theoretical analysis with empirical analysis.First,it summarizes the existing research,and carries out research based on the welfare economics theory,efficiency and equity theory,and new public service theory.On the basis of the analysis of the current situation,based on the existing research,and in accordance with the principle of authenticity and objectivity,it constructs the evaluation system of public health service supply efficiency indicators in line with the supply situation in Sichuan Province.The supply efficiency of basic public health services in 21prefecture-level cities in Sichuan Province was calculated by using the three-stage DEA model;Use the Malmquist index analysis model to obtain the total factor productivity of Sichuan Province in 2013-2020,and analyze and summarize the changes of basic public health services and supply efficiency in cities at all levels through the calculation results.According to the empirical results,analyze the current problems in the supply of public health services in Sichuan Province and find the reasons for the problems.The empirical analysis results show that the overall efficiency of basic public health service supply in Sichuan Province has improved in recent years,but the improvement is not obvious,and there are fairness problems such as supply imbalance and unreasonable resource allocation.According to the results of empirical analysis and the reasons for efficiency problems,the following countermeasures are proposed: to build a diversified competitive public health service supply mechanism;Improve the financial system and the structure of financial expenditure;Pay attention to the construction of professional talents and management technology innovation;Take the region as the center to promote the equalization of supply and promote the fairness of supply;Strengthen the supervision and performance evaluation of public health supply.The purpose is to improve the level of public health service supply efficiency in Sichuan Province so as to promote the vigorous development of public health services and provide people with higher quality and high-level basic public health services.
