Research On The Problems And Countermeasures Of Community Governance Under The Perspective Of Epidemic Prevention And Control

Community is the basic unit of society and the "last kilometer" for the Party and the government to contact and serve the residents;community governance is the foundation of the state governance system,and is related to the immediate interests of the residents and the harmony and stability of the urban and rural grassroots.Under the Risk Society,the community assumes the role of "gatekeeper" of residents’ safety and stability,and plays a more important role in the governance of the country.The outbreak of the COVID-19 is a major epidemic that has great influence on the world in new century,with strong transmission,long latent period and high morbidity,becoming the most widespread pandemic which human society has suffered in the past hundred years.It is a great test to our country’s governance system and capacity The joint prevention and control of the whole society,with streets and communities as its core,has played a crucial role in quickly blocking the spread of the epidemic,implementing the treatment and docking of medical resources for patients,publicity,education and social mobilization,and implementing social assistance,it fully reflects the front-line strategic position of the community in containing the risk of major epidemic.Taking the prevention and control of COVID-19 as a perspective,and taking the prevention and control of epidemic situation in J community of Chengdu City as an example,based on the theory of public crisis and the theory of governance,adopted the methods such as literature research,interview and questionnaire survey to conduct the study,the author used statistics to analyze 560 questionnaires,and selected three community workers,two community volunteer and one sub district office staff to take in-depth interviews in order to sort out the present situation of epidemic prevention and control in J community,analyze the common problems of grass-roots community governance,and advances some countermeasures for improving the capacity of grass-roots community governance from the theoretical and applied level.The results of this study show that: the epidemic prevention and control of J community reflects many deficiencies in community governance,the main performance is inadequate staffing,low level of specialization,epidemic prevention and control lack of experience,the reality of grid management difficulties and so on.The main reasons are uncoordinated function and guarantee,imperfect system and mechanism,unscientific team building,inadequate technical support,indepth cooperative governance and so on.The author from impels the community to govern the responsibility right match,strengthens the resources safeguard,consummates the community emergency management mechanism,strengthens the system safeguard,strengthens the talented person troop construction,enhances the professional level,promote the construction of "Smart Community of Grid Management",improve service efficiency,strengthen multi-party linkage,cohesion governance of the five areas,proposed to enhance the governance capacity of grass-roots communities and suggestions.The study of this paper can provide reference value for the same kind of community governance in China.
