High-value medical consumables are featured by high-tech,high risks,high prices.With the continuous development of modern medical and health services,the usage amount of high-value medical consumables is increasing rapidly.However,low level informatization of high-value medical consumables is widespread in many hospitals at this stage.Efficient management and perfect traceability system are lacking.A plenty of non-standard phenomena still exist,such as information distortion during purchasing and receiving or it’s unable to monitor the use of medical consumables.These problems will bring hidden trouble to clinical use of high-value medical consumables.In recent years various levels of the health administrative departments published several policies and opinions about informatization management of high-value medical consumables,they came up with specific suggestions and requirements.In the current market,there are many kinds of high-value medical consumables management software and the quality of such software vary greatly.How to select the suited high-value medical consumables management software has become a research topic for many hospitals.This paper starts from the current situation and existing problems of evaluation and selection of software such as ERP,HIS and ETL.The evaluation model of high-value medical consumables management software is built to take advantage of the method of combination of analytic hierarchy process(AHP)and fuzzy comprehensive evaluation(FCE).In the meantime,the yaahp software is used to reduce the calculation effort of judgment matrix and fuzzy membership,and to improve research efficiency.The research for procurement evaluation of high-value medical consumables management software is realized in the end.Taking features of high-value medical consumables management software and System and software quality models into consideration,the evaluation parameters of high-value medical consumables management software are established,including five evaluation criteria and thirteen evaluation indexes.The five evaluation criteria are comprised of functional fitness,performance and efficiency,service ability,field research,software overhead.The thirteen evaluation indexes are comprised of functional completeness,functional correctness,portability,upgrade-ability and maintainability,usability,security and reliability,technical advancement,company scale and strength,after-sales service capability,objective evaluation of customers,practical experience,maintenance cost,acquisition cost.After the evaluation model of high-value medical consumables management software has been built,industry experts are invited to fill out questionnaires.It is easy to figure out the weighted values of evaluation model factors,the five evaluation criteria are ordered from highest weighted values to lowest as below: functional fitness(0.3331),service ability(0.1897),performance and efficiency(0.1778),software overhead(0.1701),field research(0.1293).The thirteen evaluation indexes are ordered from highest weighted values to lowest as below: functional correctness(0.1374),after-sales service capability(0.1272),functional completeness(0.1044),acquisition cost(0.1036),security and reliability(0.0869),practical experience(0.0788),maintenance cost(0.0666),company scale and strength(0.0625),upgrade-ability and maintainability(0.0552),usability(0.0526),objective evaluation of customers(0.0505),technical advancement(0.0383),portability(0.0361),the weighted values can be applied to fuzzy comprehensive evaluation process.In the specific example,experts carry on a fuzzy comprehensive evaluation to the three kinds of software by reviewing the process of procurement bidding and the performance of the three kinds of software.The scores of the three kinds of software are software 1st(2.3292),software 2nd(3.7732),software 3rd(3.1414),the second software gets the highest synthetic score and it won the bidding in reality.The method of combination of analytic hierarchy process and fuzzy comprehensive evaluation achieves complementary advantages.The analytic hierarchy process makes the weight of evaluation parameters more conform to objective practice by using rigorous mathematical thinking.It will be conducive to improving accuracy and reliability to subsequent fuzzy comprehensive evaluation.The fuzzy comprehensive evaluation combines qualitative analysis with quantitative analysis by simulating the process of human judgment and reasoning.This method of evaluation can get synthetic score of the evaluated object and the specific score of each parameter.The process of evaluation is more transparent and the result of evaluation is more objective and more persuasive.It could offer help in all-round evaluation so that the hospital could evaluate high-value medical consumables management software more reasonably.
