Objective: The purpose of this study is to construct the evaluation index system of TCM rehabilitation service ability of the rehabilitation medicine department of TCM hospital,and apply the constructed evaluation index system to conduct empirical investigation and analysis on the rehabilitation medicine department of TCM hospital in Hubei Province,in order to promote the improvement of TCM rehabilitation service ability,give full play to the core role of the rehabilitation medicine department of TCM hospital in the field of TCM rehabilitation services.Methods: This paper adopts qualitative and quantitative methods to carry out a series of research.First of all,using the literature analysis method,comprehensively collect and sort out the literature,policies and regulations related to TCM rehabilitation services,and sort out and construct the preliminary indicators of the evaluation index system of TCM rehabilitation services.Secondly,through the expert consultation method,clinical and management experts were invited to conduct two rounds of expert consultation on the first draft of the evaluation index system to determine the index content and calculate the index weight.Finally,combined with the questionnaire survey method,the status of the rehabilitation medical department of 8 TCM hospitals in Hubei Province was investigated.The weighted TOPSIS method was used to comprehensively evaluate the medical rehabilitation service capacity,analyze the existing problems of TCM rehabilitation service ability and put forward corresponding suggestions for improving service ability.Results:(1)The evaluation index system of TCM rehabilitation service ability consists of 5 first-level indicators,14 second-level indicators and 43third-level indicators.(2)The weights of the first-level indicators from large to small are rehabilitation services(0.510),talent team(0.160),organization and management(0.130),teaching and scientific research(0.100)and basic conditions(0.100).(3)In the comprehensive evaluation results of TCM rehabilitation service ability,hospital A ranks first among the 4 tertiary TCM hospitals and hospital G ranks first among the 4 secondary TCM hospitals.Conclusions and recommendations:(1)TCM rehabilitation service is based on the basic diagnosis and treatment techniques of the medical staff in the rehabilitation medicine department of a TCM hospital,guided by the theory of TCM,combined with the theory of western rehabilitation medicine,and applied functional assessment and rehabilitation methods to provide patients with comprehensive,systematic,and standardized rehabilitation medicine professional diagnosis and treatment services.The concept of TCM rehabilitation service has dual attributes,including rehabilitation in TCM service and TCM in rehabilitation service.(2)The evaluation index system of TCM rehabilitation service ability has certain application innovation.The ability of TCM rehabilitation service can be comprehensively evaluated through five aspects: basic conditions,organization and management,talent team,rehabilitation services,teaching and scientific research.(3)The overall status of TCM rehabilitation service ability of secondary and tertiary TCM hospitals in Hubei Province is relatively good,but there is still room for further optimization.(4)The rehabilitation medicine department of TCM hospital can improve its medical rehabilitation service ability by strengthening the construction of department infrastructure and management system,strengthening the construction of professional team of TCM rehabilitation,developing projects of TCM characteristic rehabilitation services,and promoting scientific research innovation and achievement transformation of TCM rehabilitation.
