Research On Separation Of Management And Enforcement Of Fujian Provincial Public Hospital

With the development of society and the advancement of medical system reform,the system defects of separation of management and enforcement are constantly presented.For example,the role of government confused and unclear,the supervision not in place,and public welfare of public hospital gradually lost are increasingly prominent and sharp.The separation of management and enforcement of public hospitals is imperative a trend.Since 2005,with the encouragement of national policies,the implementation form have been actively explored in the whole country,but without universally recognized model can be promoted.In this paper,literature research method and empirical research method are used to explore the separation of management and enforcement in Fujian provincial public hospitals.First of all,the reform process of the public hospitals management system is briefly reviewed,the causes of various defects in the system of the integration of management and enforcement is analyzed,and the necessity and significance of the separation reform of management and enforcement is pointed out.Subsequently,the exploration of the separation of management and enforcement in Fujian provincial public hospitals is analyzed,the main approaches and achievements of the reform is expounded,and the main problems in the reform process is analyzed,including defects in the framework of the reform system design,imperfect operation mechanism,supporting policies and supporting measures.Finally,by referring to the experience in the reform and management of public hospitals in the United States,the United Kingdom,Singapore and Beijing,Shanghai,Wuxi and Chengdu,deepening the reform of "administrative service" and dividing power and responsibility reasonably are proposed.Improving supporting policies and establishing a power restraint mechanism for administrative agencies,strengthening the supervision of medical institutions and building the internal and external supervision system are proposed.Establishing corporate governance structure and modern hospital management system to improve the separation of management and enforcement of in Fujian provincial public hospitals are proposed.
