Thanks to the reform and opening-up policy, China has achieved great economic and political progress. While people’s living standard was greatly improved, people’s ever-growing need of healthcare has become a concern to the society. Therefore, we need to further deepen healthcare reform, improve its service and bring a good healthcare system to the citizens. During the past decades since the reform and opening-up, healthcare development has been made. For instance, healthcare system in city, township and village levels have been enhanced and improved, people’s health condition improved, mortality rate decreased and related healthcare technology developed. However, the conflict between development of hospitals and people’s need for healthcare is still prominent. For example, the gap of medical service between urban and rural areas is huge, drug oversight mechanism is immature and the nonprofit nature of public hospitals is challenged. These problems will make the healthcare imbalance more severe. It is therefore essential to reform the management system of public hospitals, the major medical institutions in China, when facing the issues such as having difficulty in seeking proper and cheap medical service.The research will analyze the management system reform of county-level public hospitals in China and come up with inspiration, conclusion and outlook of the reform through the analysis of Wuming County hospital management model.Main ideas are as follows:Part 1 introduction. It mainly discusses the social development, national policy changes, the background of "new medical reform", and the reason, objective and significance of this research. In this part it also gives a detailed objective, research method, framework and new ideas. Part 2 basic ideas and theories. It provides definitions of healthcare, public hospital, management system, and discusses whether McKinsey’s 7S model, framework and theory are suitable for the reform of Wuming public hospitals. Part 3 It elaborates on the reform of Wuming Public hospitals in terms of post performance evaluation system, human resources reform, internal resources integration, medical expenses control system development, measures benefiting the general public, compensation mechanism development and reform effect. Part 4 problems and reseasons of the public hospital management reform in Wuming. It uses McKinsey 7S model to analyze the problems of management reform in Wuming. Part 5 strategies. It uses 7S model to find out the strategies and directions. County-level public hospital management reform requires top-level design, improved reform policy, scientifically planned structure, separation management from execution, improved coordination and compensation policy, value orientation of "equality as priority and efficiency enhancement", all-round human resources reform, enhanced personnel development to improve their overall strength. Part 6 conclusion. It comes to the conclusion of the issue.
