With the convening of the 19th National Congress of the Communist Party of China and the proposal of the rural revitalization strategy,promoting the high-quality development of the county economy has become an urgent problem to be solved.As an important part of county economy,county cultural industry has increasingly become a growth point of economic development,and county cultural industry human resources are the most active factor in cultural industry.New requirements have been put forward for the development of human resources in the cultural industry of the county in Shandong Province.This article believes that the human resources of cultural industry in Shandong province can be divided into five categories:cultural creative talents,cultural science and technology talents,management talents,industrial research talents,and cultural product producers.The five types of human resources have a development status with county characteristics in the development of cultural industries with different orientations.The human resources development of the county cultural industry in Shandong Province is characterized by specialization,affinity gathering,outstanding locality,and strong support.It also faces structural imbalance,unbalanced layout,insufficient connotation,lack of incentives,and total compensation in human resources.The problem of weak motivation.To solve these problems systematically,it is necessary to start with the cultural industry human resource evaluation system,and construct the ’ two scales+two elements’ evaluation mechanism of the cultural industry human resources in Shandong province.On the basis of the evaluation,systematically analyze local scientific and technological and cultural expenditures,the number of employees in the cultural industry,local health care expenditures,local education expenditures,cultural environment,the number of regional universities and middle schools,the regional economic level,the number of valid patents,and the per capita education,culture and entertainment of the county 12 indicators such as expenditures,local cultural media expenditures,R&D expenditures,and average salary of employees rank the factors affecting the development of human resources in the cultural industry at the county level.Combining the factors influencing the development of human resources in the county cultural industry in Shandong Province,starting from the government,enterprises,universities,and regional development,promote the county culture in Shandong Province through macro-control allocation,micro-subject quality improvement,integration of production,education and research,and regional coordination..
