Research On The Role Of Government In The Protection And Inheritance Of Intangible Cultural Heritage In Yichang City

Intangible cultural heritage is the precipitation of human history and the crystallization of human wisd om,which provides a strong source of power for the development of human civilization.With the rapid development of the global economy and the acceleration of the process of industrial modernization,however,China’s intangible cultural heritage has been damaged to some extent and the inevitable phenomenon of loss emerges.As a country with the richest intangible cultural heritage source in the world,the splendid traditional culture is one of the most important sources of cultural confidence in our country.The protection and inheritance of intangible heritage is an important part of cultural construction in the new era.Research on the role of government in the protection and inheritance of intangible cultural heritage is in line with the development of times.The author took Yichang City,Hubei province as the research object,and the study was based on government role theory,government behavior theory,market failure theory,and public product theory.By summarizing the local government orientation of responsibility for the protection of intangible cultural heritage,governments’ performance of duty in the protection of intangible cultural heritage and inheritance in various places,comparing the model of intangible cultural heritage protection inheritance in developed countries,summarizing the practical experience in the protection of intangible cultural heritage and inheritance in China and abroad,this paper aims at exploring existing problems and gaps in the protection of intangible cultural heritage and inheritance in China.Then,the author used research methods,such as interviews and surveys,literature method,to analyze the status quo of intangible cultural heritage resources in Yichang City,Hubei Province(including intangible cultural heritage projects,inheritor teams,inheritance bases,training centers,etc.)and relevant policies and regulations,local intangible cultural heritage protection institutions,interviews and surveys with the public,etc.Problems have been found,including insufficient system construction of Yichang Municipal Government,improper establishment of institutions,insufficient financial support and attention to the construction of talent team,failure to systematically establish intangible cultural heritage resources,insufficient guidance of public power and improper perception of the relationship between intangible cultural heritage protection and development.Then countermeasures and suggestions were proposed: give full play to the three major roles of government in the protection and inheritance of intangible cultural heritage in the leading,guidance,regulation.The government should perform its duties in terms of improving the institutional settings,strengthening the system construction,cultivating professional talents,establishing a publicity platform and guiding the public to promote the smooth progress and continuous development of the protection and inheritance of intangible cultural heritage.
