The Research On The Role Of Government In Intangible Cultural Heritage Protection In Jianyang District Of Nanping City

Since the ADOPTION of the Convention on the Protection of Intangible Cultural Heritage by UNESCO in 2003,countries have increasingly recognized the importance of intangible cultural heritage in the diversity of human culture and the great role it plays in promoting the development of human civilization,and generally attached importance to the protection of intangible cultural heritage.As one of the first states parties to the Convention on the Protection of Intangible Cultural Heritage,China has achieved remarkable results in the protection of its intangible cultural heritage through more than ten years of protection and practice.The report to the 19 th National Congress of the COMMUNIST Party of China(CPC)clearly stated that we should strengthen our cultural confidence,take the protection and utilization of cultural relics and the protection and inheritance of cultural heritage as important driving forces for the prosperity of socialist culture,highlight the leading power of the government,and give full play to the role of the government in the protection and inheritance of intangible cultural heritage.Based on the theory of public goods,stakeholders and public governance,this paper analyzes the role of government in the protection of intangible cultural heritage in Jianyang District through the aspects of protection mechanism,propaganda and guidance,negative influence,and analyzes the problems of unreasonable distribution of protective resources,inadequate development of professional protection,insufficient continuity of policy planning and insufficient development of orderly inheritance and development.The main causes of these problems are analyzed,such as: subjective emphasis on economic interests rather than project protection,objective lack of protection professionals,protection of project management has not formed a joint force of departments,heritage identification and management of the lack of norms and so on.Furthermore,it is proposed that we should do a good job in the overall planning of intangible cultural heritage protection,perfect the professional organization of intangible cultural heritage protection,perfect the system of inheritors of intangible cultural heritage,and strengthen the distribution of resources for intangible cultural heritage protection.
