A Study On The Evaluation Of The Performance Of Public Cultural Service Expenditure In Ethnic Areas

Public culture is part of public service,in order to meet the spiritual needs of citizens,financial expenditure can ensure its healthy operation.A moderate scale and reasonable structure of public cultural expenditure can improve its efficiency level.Based on the combination of theory and evidence,this paper tries to measure the expenditure performance of public cultural services in ethnic areas.First of all,the paper expounds the connotation of the concepts of public cultural service,public cultural service financial expenditure and its expenditure performance,and on the basis of studying the relevant literature,clarifies the thesis analysis system supported by the theory system of new public service theory,public finance theory and financial expenditure performance evaluation.Secondly,combined with the theoretical analysis and the actual situation,the scale and structure of public cultural services expenditure in ethnic areas are analyzed in depth,and its effectiveness is summarized.Thirdly,based on the above analysis results and combined with the relevant data from 2012 to 2018,the performance of public cultural services financial expenditure in ethnic areas was analyzed by means of DEA-BCC model and DEA-Malmquist index through static analysis and dynamic analysis on the basis of the performance evaluation index system of public cultural services.The empirical results show that the financial expenditure efficiency of public cultural services in ethnic areas is low and the differences between regions are obvious,which is caused by the existence of low pure technology efficiency,so it is necessary to continue to improve the efficiency of pure technology and scale efficiency.The Tobit model is used to make an empirical analysis of the main factors affecting the performance of fiscal expenditure from five perspectives,such as residents’ educational level.The level of economic development,population size and residents’ education have a positive impact on efficiency,and the structure of fiscal expenditure and urbanization rate have a negative impact on efficiency.Finally,according to the size of the contribution rate of influencing factors,the countermeasures to improve the performance of public cultural services in ethnic areas are put forward from the aspects of constructing reasonable mechanism,optimizing the construction of talents,diversifying innovative supply methods and establishing the evaluation and supervision system of financial expenditure.
