| Urban agglomeration(UA)is the “main form” of the current national new urbanization planning and construction,and the coordinated development of public cultural services is the key link to promote the coordinated development of urban agglomerations.The “Belt and Road Initiative(BRI)” has brought huge impacts on economic structure,social production and life,and ecological environment in countries along the route and UA.It has also put forward new requirements for public cultural services and cultural governance.With the development and deepening of urbanization in China,the geographical space boundary of public cultural services in urban agglomerations will inevitably be gradually weakened.The coordinated development and transformation and upgrading of inter-regional cultural services will become a new way to realize the global governance of public cultural services.Therefore,this paper will provide an in-depth analysis of the supply system,resource allocation and communication sharing of public cultural services,and propose relevant countermeasures to promote the coordinated development of public cultural services in UA under the framework of the BRI.First,the supply of public cultural services is an important responsibility of government social governance.The supply of public cultural services in urban agglomerations is different from the traditional single urban supply,which is more systematic and complex,and also puts forward higher requirements for the governance capacity of Chinese government.Therefore,this paper analyzes the main contradictions in the process of public cultural service governance of UA from the perspectives of supply entities such as government,market and non-profit organizations,and puts forward two solutions under the leadership of the government in combination with the theory of good governance.Second,the level of allocation of public cultural service resources is often closely related to regional economic development,but its interaction mechanism with transportation infrastructure is still widely debated.Therefore,in order to verify whether the fairness of regional public cultural service resource allocation is indeed affected by the transportation infrastructure,this paper uses the Theil index and its firstorder decomposition to map the Chinese UA along the BRI based on the transportation infrastructure allocation level.An empirical analysis of the level of public cultural service resource allocation.Third,on the basis of effective supply and fair allocation,it is also necessary to consider the cooperation,sharing and transformation of public cultural services in urban agglomerations.This paper takes the Guangdong-Hong Kong-Macao Greater Bay Area(GBA)as an example to explore the transformation and upgrading of public cultural services,including optimizing the top-level design of cultural exchange through intergovernmental cooperation,strengthening the administrative guarantee of cultural cooperation through system construction,and weakening the resistance of cultural sharing in reality through geo-radiation,and so on.Finally,from the three aspects of public cultural service supply system,resource allocation,and exchange and sharing,the countermeasures and suggestions for promoting the coordinated development of public cultural services in urban agglomerations are proposed.In order to promote the modernization of government governance capabilities through the cooperation and management of the national government and civil society in the field of public cultural services. |
