At the present stage,China’s resource supply is in short supply, and the advantage of demographic dividend is gradually disappearing.Cultural industry and tourism industry,as new sunrise industries, conform to the concept of green development proposed by our country, and follow the path of sustainable development, which is the breakthrough of industrial transformation and upgrading in our country.Hunan Province has a profound historical and cultural heritage and rich tourism resources. On the whole, the cultural industry and tourism industry are rising steadily and developing well, but there are still problems such as unbalanced development among regions. The State advocates to strengthen the soft power of culture, the establishment of the Ministry of culture and tourism, and the proposal of relevant development programs to create realistic conditions for the integration and development of the two industries. At the present stage, the development of cultural industry and tourism industry in Hunan Province is facing opportunities and challenges. It is urgent to promote the further integration of the two industries. Moreover, the research on the integration of the two industries in Hunan Province has not formed a system and is in the exploratory stage. There are few cases in Hunan Province and cities, which need to be improved.Based on the above background,we first constructed a cultural industry and tourism industry development level evaluation system, and measured and analyzed the development level of Hunan Province as a whole and 14 cities and prefectures from 2012 to 2019.The study found that although the two major industry development indexes are rising across the province as a whole Trends, but there are differences in development between cities and states.Secondly, based on the coupling coordination degree model, the overall coordination degree of the cultural industry and tourism industry in Hunan Province from 2012 to 2019 and 14 cities and prefectures are measured. The overall level of the coupling coordination degree of the two major industries has shown an increasing development trend year by year.0.421(2012)increased to 0.874(2019),of which the growth rate was the fastest in2015;Yongzhou and Loudi have the largest increase in the degree of coupling coordination at the city-state level, from a lower degree of coupling coordination in2012 to full-scale coordination in 2019 The top five in the province;the use of the "ten-cent method" to divide the level of coupling coordination found that the gap in the distribution of the level of coupling coordination between cities and states has been reduced, from the 4 levels in 2012(moderate imbalance, mild imbalance, near imbalance, barely coordination)distribution reduced to 3 levels(Intermediate coordination, good coordination,high-quality coordination);Using panel data and constructing a fixed-effect model to conduct empirical analysis on the influencing factors of the integrated development of the cultural industry and tourism industry in Hunan Province, and find that consumer demand and infrastructure are presenting the integrated development of the two major industries in Hunan Province Significant positive impact, while government regulations and information resources have a significant negative impact on the integration and development of the two major industries in Hunan Province. Finally, based on the research conclusions, suggestions are made for the integrated development of the cultural industry and tourism industry in Hunan Province:(1)Follow market trends and strengthen demand effects;(2)Improve infrastructure and strengthen transportation hubs;(3)Integrate resource development to solve development problems Balance;(4)Adjust measures to local conditions and give full play to the role of government planning.
