A Satisfaction Enhancement Research On Implement Of Public Cultural Service Policy In Beibei District,Chongqing

The implementation of public cultural service policy is related to the satisfaction of the basic spiritual and cultural needs of the people and the process of building our country’s public cultural service system.It is the key to achieving the promotion of rural culture and building a well-off society.Since the 16 th National Congress of the Communist Party of China,the central government and the State Council have increasingly paid more attention to the construction of public cultural services.A series of programmatic public cultural service policies such as the Outline of Planning,the National Basic Public Cultural Service Guiding Standards(2015-2020),the Law of the People’s Republic of China on the Protection of Public Cultural Services,and the Law of the People’s Republic of China on Public Libraries It provides institutional support for the establishment of a comprehensive public cultural service system and meets the needs of the people’s multiculturalism,and also points out the correct direction for the current construction of public cultural services at the grassroots level.Any policy must be truly implemented before it can be effective.As a cultural and educational center of Chongqing,Beibei District has begun to explore its own construction of public cultural service system in combination with the beneficial experience of various places and the advantages of local characteristics.At this stage,the implementation of public cultural service policies in Beibei District has achieved good results in terms of standardization,equalization,digitization,and socialization,and has successfully established the "second batch of national public cultural service system demonstration zones".At the same time,there have also been long-standing problems such as mismatched supply and demand of products and services,low professional levels of executive staff,insufficient organizational synergy among executive bodies,and inadequate implementation methods.In recent years,in order to further improve the level of public cultural services in the region,Beibei District has formulated and implemented the "13th Five-Year Plan" for the construction of public cultural service system in Beibei District,"Outline of Cultural Development Planning in Beibei District(2012-2015)"," A series of local public cultural service policies,including the Work Plan for the Establishment of the National Public Cultural Service System Demonstration Area in Beibei District,have been widely recognized for their effectiveness in policy implementation.However,as a basic public service for the general public,the effect of public cultural services has always been the subjective well-being or gains experienced by grassroots people in the process of receiving public cultural services,participating in public cultural activities,and using public cultural products To judge.So in the eyes of the masses,is the public cultural service policy in Beibei District effectively implemented? How satisfied are they with the implementation of public cultural service policies in Beibei District? How to effectively improve the implementation satisfaction of public cultural service policies in Beibei District? This is not only the question that this article needs to respond to,but also the focus of this article.Therefore,this article selects 346 questionnaires on the implementation satisfaction of public cultural service policies in Beibei District at the end of 2019 as a sample.Based on satisfaction theory,administrative organization theory,and new public service theory,it uses descriptive statistics,correlation analysis,and multiple linear regression models.This paper analyzes the implementation satisfaction of public cultural service policies in Beibei District and its influencing factors.The research finds that:(1)The scientific nature of the policy has a more significant positive impact on the satisfaction of public cultural service policy implementation(2)The policy implementation environment has a very significant positive impact on the satisfaction of public cultural service policy implementation;(3)Policy executives have a positive impact on public culture Satisfaction of service policy implementation has a significant positive impact;(4)The positive impact of policy target groups on the satisfaction of public cultural service policy implementation is generally moderate;(5)Policy implementation resources and policy implementation agencies do not affect policy implementation satisfaction significantly.This may be due to the fact that,the public has a low level of understanding of public cultural service policy resources and the masses have more direct contact with executives when they participate in cultural activities,and they lack sufficient knowledge of the overall status of the executive agency.According to the research conclusions obtained from the above empirical analysis,based on the many problems existing in the implementation of public cultural service policies in Beibei District,this article proposes the following five targeted countermeasures to improve the satisfaction of the implementation of public cultural service policies in Beibei District: First,improve the policy Formulate processes and supporting policies to ensure the scientificity of policies;second,strengthen public cultural service promotion and mobilization efforts,and strive to create a good environment for policy implementation;third,strengthen the grass-roots public cultural service talent team,and focus on improving professional service capabilities;fourth,establish Mass cultural service demand expression mechanism,effectively optimize the degree of supply and demand coordination;Fifth,enrich the implementation of public cultural service policies,and enhance policy stability and flexibility.
