| In recent decades,a large number of wild animals have decreased worldwide,and the extinction of wild animals has attracted extensive attention from the international community.China’s wildlife conservation work is also facing challenges.Based on historical data,it is found that modern China was a period of relatively active hunting of wild animals,and also a period of sharp decrease in the number of wild animals.The reason is that changes in hunting methods and hunting tools have greatly improved the efficiency of hunting wild animals,and more and more people are involved in hunting wild animals.Many of them are foreign nationals in China.At the same time,China’s wild animal fur frequent circulation through the treaty ports,into the international market;Recreational hunting,dominated by foreigners and their own classes,was all the rage;Foreign explorers and travelers collected and hunted a large number of specimens of wild animals throughout China.In addition,the development of forests after the end of the Qing Dynasty resulted in the loss of habitats for many wild animals.All these have greatly deepened the survival crisis of modern wildlife.To improve the situation,the Government of the Republic of China enacted China’s first hunting law in 1914 and amended it several times thereafter.The law aims to achieve sustainable utilization of wildlife resources by regulating wildlife hunting behavior.However,due to the special historical environment in which the Republic of China was trapped inside and outside,it failed to implement relevant laws and regulations seriously,which eventually led to the hunting laws and regulations becoming a piece of paper.On its own,the law establishes the ownership of wildlife resources by the state and confirms the right of licensed hunters to hunt in China.However,there are no restrictions on foreigners applying for hunting licenses,which leads to disputes between hunting rights and national sovereignty.In addition,the artificial classification system of wild animals constructed by hunting laws is not only one of its characteristics,but also contributes to the gradual formation of the concept of protecting beneficial animals in the society.Although the country tries to achieve the sustainable development and utilization of wild animals by guaranteeing the breeding of wild animals through hunting legislation,the practical effect is very limited,possibly for various reasons.On the one hand,the law itself and the social environment restrict its function,on the other hand,the modern society has not widely formed the correct cognition of wild animals.After the rise of modern zoos,their functions of public education,animal conservation and scientific research have made up for the cognitive defects of modern society to a certain extent.After the establishment of the Republic of China,the Western Learning movement continued,and school education and social education were promoted simultaneously,which further deepened the publicity of wildlife knowledge and the popularization of conservation concepts.By reviewing the modern history of wildlife utilization and protection and reflecting on the shortcomings of the current wildlife protection work,we can know that the development of the relationship between human and nature has put forward new requirements for human beings. |
