A Practical Study On The Cultural Governance Of Poverty Alleviation In Inhospitable Areas ——A Takes The P Resettlement Area Of ZhiJin County As An Example

As one of the important contents of the national governance system,cultural governance is not only an important means of cultural construction,but also the key to play the function of cultural governance.With the development of the 14 th Five-Year Plan,the relocation of poverty alleviation from inhospitable areas has gradually changed from "moving" to "stable and able development".At the same time,the academic community has also begun to focus on the high-quality development of the resettlement areas in inhospitable areas.Among them,it has become one of the important contents of researchers to discuss the optimization of community governance,promote the construction of cultural service system in the resettlement areas from inhospitable areas,and constantly meet the cultural life needs of the relocated people.From the perspective of comprehensive cultural governance theory,taking the case,using the method of quantitative and qualitative research,present the practice of cultural governance,analyze the effect and the shortcomings,and promote the cultural prosperity and community development.It is found that first,in the practice of cultural governance,P resettlement area builds cultural service facilities,develops cultural activities,manages and supervises cultural facilities and cultural activities as the content of its cultural governance;government,community cultural team and migrants as the main subjects of its cultural governance;taking administrative force as the leading,spiritual incentive and material incentive in parallel,and the performance of traditional cultural elements as the practical strategy of cultural governance,it carries out cultural governance practice activities,constantly constructs and improves the cultural service system in the resettlement area,to meet the needs of the cultural life of relocated migrants.Second,the effect of cultural governance in the resettlement area is embodied in that cultural activities basically meet the needs and preferences of the migrants,cultural activities enhance the community identity of the migrants,promote the self-realization of the migrants and the display of mainstream values.Although the cultural effect is obvious,However,there are also some deficiencies for further improvement,Specifically,from the interaction between the action subjects of cultural governance,The government covers the whole process of cultural governance,It is difficult to play their subjective role,Cause the absence of the main body of cultural governance;In terms of the management and supervision of cultural governance,To complete administrative tasks quickly and meet good standards,The practical process of cultural governance has become the display space of government work,Cultural governance deviates from its original goals in certain dimensions,It causes the inapplicability of cultural facilities and the limited participation in cultural activities.Based on the analysis of the current situation and deficiencies of the cultural governance of P resettlement areas,this paper puts forward the strategy to improve the effectiveness of the cultural governance of resettlement areas.First,through the development of folk culture projects,give full play to the spontaneous participation force of folk culture projects,form the community cultural brand,and guide the relocated migrants to participate in the practice of cultural governance.Second,through the presence and demand guidance of the government,the participants of folk culture projects are transformed into supporters of government actions,and the government gradually changes from a cultural governance manager to a guide,providing more space for relocated migrants and cultural organizations to participate in cultural governance.Thirdly,by cultivating and forming the self-organization of cultural services,improve the autonomy of cultural organizations,weaken the strong dependence relationship between cultural organizations and the government,enrich the content and form of cultural governance,and meet the cultural needs of different migrants.This paper from the perspective of cultural governance theory,through the analysis of cultural governance content,subject and practical action,analyze the achievements of resettlement area culture governance and insufficient,put forward the strategy of improving resettlement area culture governance,can effectively promote the practice of cultural organizations,to realize the benign operation of community overall governance goal.
