A Study On The Anti-smuggling Team Of Salt Administration In Gansu Province In The 1950s

In August 1949,after the Communist Party of China took over the Salt Administration Bureau of Gansu Province,it formulated a series of salt anti-smuggling regulations to crack down on salt smuggling and ensure tax revenue,and decided to establish a people’s salt anti-smuggling team to be responsible for inspecting production,anti-smuggling,protecting farms,protecting taxes,ensuring transport and maintaining local public order.In March 1950,the Government Administration Council of the Central People’s Government of China renamed it the People’s Salt Police Force in order to unify the structure of the national salt anti-smuggling team.Since then,under the guidance of the central government’s policies of "relying on the masses to suppress smuggling" and "downsizing institutions",Gansu Salt Administration has constantly adjusted its team and reduced its staffing.During this period,it has gone through three adjustments,namely,the Chinese People’s Salt Anti-smuggling Force,Check production and anti-smuggling personnel,and the Chinese People’s Economic Police.By August 1956,with the significant reduction of smuggling activities in the Gansu province,the anti-smuggling of salt was no longer managed by special personnel,and the anti-smuggling team of salt was abolished one after another,thus the anti-smuggling management of salt entered a new stage.At the beginning of the establishment of the Gansu Salt anti-smuggling team,there were old personnel retained,new personnel recruited and soldiers transferred from the army,and the personnel composition was extremely complex.Therefore,in the selection and appointment of anti-smuggling personnel,the CPC has drawn up its own set of standards,which must be innocent and adhere to the leadership of the CPC.Due to the different personnel composition in the anti-smuggling team,there are also some differences in the salary and treatment.In 1949,the supply system was implemented for new recruits and incoming soldiers;The "maintenance fee" was temporarily paid for the old employees,which was changed to the "wage points" in1950.At that time,the salary system was significantly higher than the supply system,which caused the dissatisfaction of the supply system personnel.Therefore,the Salt Bureau of Gansu Province implemented the wage reform in 1953,stipulating that all the salt anti-smuggling teams were changed to the wage system,and the wage gap between the anti-smuggling personnel was gradually narrowed.After its establishment,the salt anti-smuggling team was regarded as part of the Chinese People’s Liberation Army.Therefore,before the discipline standard of the entire anti-smuggling team has been established,it is temporarily measured by "three disciplines and eight notes".In addition,the Salt Bureau of Gansu Province has formulated a code of conduct for anti-smuggling personnel to restrain their behavior.Even so,there are still some problems in the anti-smuggling team,corruption,bureaucracy,especially the contradictions and disputes between the anti-smuggling personnel and the masses are repeatedly banned,because of mistakes were "fought" and sent to the court in an endless stream.In order to strengthen the anti-smuggling norms and strengthen the effectiveness of anti-smuggling,the Gansu Provincial Salt Bureau decided to reward and punish the anti-smuggling personnel respectively to encourage them to make the right behavior choice.The root cause is that the illegal behaviors within the anti-smuggling team are caused by their own low quality and lack of education.Therefore,the Salt Bureau of Gansu Province decided to start from the example,carry out strict political,business,cultural and military education for anti-smuggling personnel,and take training and training to test anti-smuggling personnel,so as to achieve the purpose of standardizing personnel behavior,cracking down on private salt and ensuring tax revenue.On the whole,after the founding of the People’s Republic of China,the reorganization and reorganization of the anti-smuggling team in Gansu Province,especially the standardization and education of the anti-smuggling team,enhanced the cohesion of the anti-smuggling team,strengthened the combat effectiveness,strengthened the mission,and reversed the chaotic situation of salt affairs in Gansu province.During this period,the state,as the real manager of the salt anti-smuggling team,also played a dual role of guidance and coordination,showing the strict management and control of the salt rights of the Communist Party of China.
