Research On Police Education In Modern Yunnan（1904-1949）

As an important part of the state apparatus,under certain time and space conditions,the police not only play a role in maintaining social public order,but also directly promote the improvement of the entire social civilization,which is an important symbol of the modernization of Chinese society.China’s police system was established under the influence of the Western police system.Because the development characteristics of the traditional Chinese feudal system are contrary to the construction requirements of the modern police system,in order to train new-style professional police officers in China in a short period of time,we must rely on police education.This shows the importance and necessity of police education.The police education in modern Yunnan was born with the police system.After a long period of exploration and development in twists and turns,it is mainly divided into three historical stages,the difficult exploration in the late Qing Dynasty,the rectification and improvement of the Beijing National Government and the Nanjing National Government.The establishment and strengthening of the period;according to the level of education,it can be divided into advanced police education（police officer education）,primary police education（police officer education）and police education in peacetime（perennial education）.Following the guidance of previous central governments,Yunnan Province has actively run schools according to the provincial conditions,and has established a number of police education colleges and training institutions such as police officer schools,police schools,and police coaches.In addition,the education and training of special types of police officers are also an important part of police education in Yunnan.On this basis,police education in Yunnan has gradually formed a police education system adapted to the actual situation of the province.A large number of outstanding police personnel.Under specific historical conditions,they focused on the management of public utilities,punished bad habits,opened up people’s wisdom,participated in the cause of protecting social security and maintaining public order,and played a positive role in the development of urban modernization.However,due to the influence of economic,political,military and other social environments,there are still some deficiencies.The development of police education has been hampered.Insufficient funding and insufficient personnel have resulted in unbalanced development between urban and rural areas.Coupled with the emphasis on political and ideological teaching,especially the spiritual education of the police,no effort has been spared.As a result,the police in the later period of the Republic of China,in order to maintain the rule of the Kuomintang.,failed to play his due function of maintaining social order and serving the people,which hindered the progress of history to a certain extent.
