Research On The Theory Of Public Participation Geographic Information Systems And Application In Real Estate

Public Participation Geographic Information System is a new research field combined geographic information systems in the geographic information science and public participation in the social sciences. It is mainly using geographic information system’s technology to realize democratic participation from all sectors of the general public on its stake in a particular social problem or in decision-making. Modern people’s democratic political ideology is increasing; more and more people concerned public policy with social public affairs. And government policy departments also want to make the collection of public comments in order to make more scientific, objective and rational decision-making to better serve the public. The goal of PPGIS is to produce an open, friendly and transparent environment for public learning, understanding, and commitment to GIS through public action to influence and improve government management decision-making process, which can also conducive to promoting the GIS community, popular and friendly.The main research content and innovation are as follows:(1) Improving the theory framework of public participation geographic information systemThe characteristics, objectives, content, models, procedures, methods, assessment and other core issues of public participation are discussed. Based on understanding the concept, characteristics and key technologies of PPGIS, this article further improved the theoretical framework of public participation GIS (PPGIS), such as the definition, content, features, models and system architecture related issues of PPGIS. The theoretical foundation, status and influencing factors, mechanisms of public participation geographical information systems are also studied and concluded.(2) Summarizing the key technology approaches of public participation geographic information systemBased on the previous studies, data warehouse and data mining and human computer interaction technology are added, the supporting technologies of public participation geographic information systems are summarized:WebGIS, database technology, spatial information visualization, multimedia and Internet communications technology, human computer interaction, virtual reality technology.(3) Model study of public participation geographic information system Public participation ladder models of PPGIS are studied, including Arnstein classical model, Wiedemann and Femers improved model and Smyth’s e-participation model. The five steps model of public participation is also described in the paper.(4) The evaluation system of public participation geographic information systemBased on the study of GIS system evaluation, an evaluation system on evaluating the work effectiveness of PPGIS is introduced, the system evaluation criteria are determined, such as the optional standard types, the standard weight and grade. Systematic assessment can test how the system to perform specific functions, working speed, user-friendly in terms of its degree of flexibility in existing applications.(5) Application of property management of public participation geographic information systemAn Internet-based public participation property management information system is made, which offering information release, public participants select and appraise their interested issue or keyword, public participation in the property management services investigation, thus making the public co-operation with experts to conduct spatial analysis and involved in space policy. This is the thesis of the key issues to be solved in this paper.
