Research On Countermeasures To Improve Shanghai Urban Construction Waste Disposal From The Perspective Of Holistic Governance

After undergoing 40 years of reform and opening-up,Shanghai nowadays has entered a new period of urban construction and updating by focusing on the integrative development strategy of the Yangtze River Delta and Shanghai 2035 General Rule of constructing the global excellent city.According to the data at the end of 2019,Shanghai’s construction wastes mainly depend on the direct landfill in current days.The use ratio is only 40%,which is far below the EU(80%)and Japan(97%)or other developed countries and areas.With the rapid promotion of urbanization,construction wastes have a larger volume,more stock,and higher governance difficulty compared with normal and standardized household waste governance.How to reinforce disposal timely and effectively will be one of the important challenges encountered by the government during the urban governance in the new era.By regarding refuse disposal of Shanghai urban construction as the entry point,this paper sorts out refuse disposal status of Shanghai construction and finds out some problems,such as insufficient disposal capacity,weak disposal process,unobvious disposal effect,and lagging disposal facility construction.The causes are attributed to valuing supervision but ignoring services in the governance philosophy,valuing leading but ignoring collaboration in the governance system,valuing the results but ignoring the process in the governance process,and valuing the system but ignoring rules in the governance system.By aiming at the comprehensive and complicated public affairs of construction waste disposal,this paper applies the basic connotation of Holistic Governance theories,combines with advanced construction waste disposal experience in domestic and overseas cities,and proposes the Holistic Governance idea of forming the closed loop in the process and realizing seamless connection in the framework.At last,the paper puts forward relevant countermeasures to deal with Shanghai’s construction wastes.To sum up,it is necessary to enhance the Holistic Governance philosophy system,facilitate the integration of the Holistic Governance system,develop the roles with governmental dominance,enterprise subject,and social participation,accelerate the Holistic Governance process optimization of the source,transportation,adsorption,approval,and reutilization,and establish the Holistic Governance innovation mechanism,including the construction of the integrative development platform of the Yangtze River Delta and construction of the uniform information management platform.Through the combination of the Holistic Governance theories and specific cases of construction waste disposal,this paper explores the general bottleneck issue of the increasingly growing complicated transboundary public affairs in domestic and studies the comprehensive governance routes.This paper shows some practical significance to practice the circular economic conception,facilitate comprehensive management reform of construction waste disposal,continue facilitating service-oriented government construction,and founding waste-free cities.
