With the urbanization process of our country continuous deepening,the city development and project construction scale are expanding,in the process of inevitable production of a lot of construction solid waste including construction garbage.However,due to the lack of a complete match between the disposal capacity of construction solid waste and the market demand,and the lack of integrity and systemization of the government’s governance methods for related industries,informal construction solid waste heap sites and related industry chaos derived from them are synchronized with urban development,especially in some fast developing large and medium-sized cities and high-speed construction areas where large and medium-sized projects are located.The disorderly development of solid waste heap of informal construction has seriously harmed the ecology,living environment and social and economic order of the city,which is contrary to the current idea of ecological civilization in our country.Therefore,the industry disorder not only attracts the attention of government departments at all levels,but also promotes the government departments to study the governance mode and means of the industry.Chongming,located at the mouth of the Yangtze River,is a key area of ecological civilization practice in Shanghai,and the concept of ecological development has always been implemented in regional development planning and practice.In recent years,the rapid development of the region not only brings economic effects and construction scale,but also catalyzes the breeding of informal construction solid waste dump industry,which has a negative impact on the local ecology,the environmental quality of human settlements and the development of related industries.And how to solve this problem with scientific and effective governance mode and means has gradually become a major challenge for current government departments.In this paper,D town located in the central development area of Chongming District of Shanghai is taken as a representative study,and the holistic governance theory and information asymmetry theory are used to analyze from the aspects of stock problem remediation and long-term supervision.It reveals the problems in the management of informal building solid waste stacking sites in this area,such as the accompanying industry operation disorder,the mismatch between responsibility and authority,the low degree of public-private integration,the low participation of the social public,and the poor information sharing and utilization.Based on the holistic governance model proposed by Perry 6,this paper analyzes the reasons behind governance problems from five dimensions,including hierarchical integration,functional integration,public-private integration,public participation and information integration.Among them,in terms of governance level,there is a lack of adequate coordination among all levels and the same level of governments;In terms of governance functions,the responsibilities of relevant departments are fragmented and overlapped;In the aspect of public-private integration,the cooperation between public and private subjects is insufficient and the cooperation effect is limited;In terms of public participation,the lack of awareness of active participation and indifference of subjective will;In terms of information resources,information fragmentation and insufficient use of science and technology hinder the improvement of governance effectiveness.Therefore,this paper puts forward feasible countermeasures and suggestions from the dimensions of building a target organizational system of holistic governance,integrating administrative resources and means to cope with governance needs,strengthening public-private cooperation to fill the blind areas of governance,encouraging and guiding the public to participate in community shared governance,and improving talent and technical support to improve governance level.We will explore ways to maximize the role of overall governance in special governance.
