The village is full of the villagers’ strong local feelings and is the spiritual and cultural home of the villagers’ daily life.With the development of society,people’s yearning for a better life has undergone fundamental changes.Environmental problems have become the main factor that changes people’s quality of life in today’s society.Environmental governance is imminent,so the government departments need to increase the investment and supervision of environmental governance,to give the villagers a stable and comfortable living environment.General Secretary Xi Jinping pointed unremittingly to the new requirements of "comprehensive urban and rural environment improvement" in the "13th Five-Year plan" report,emphasizing that the rural ecological environment should be promoted by the beautiful and livable village construction,the treatment of village domestic sewage and the treatment of rural domestic waste.Therefore,it is of great practical significance to analyze and evaluate the current situation and performance of rural environmental governance for the construction of beautiful rural environmental governance."The moss is on the green hills and the tiles,hoeing the grasses and the fishes,watching the flowers,sitting and watching the sunset,looking for the dreams of the old houses",this is the beautiful landscape of Village,Xianiudian Town,a beautiful rural construction.Since 2019,Niudian Town has implemented and promoted the construction of the beautiful village project,cleaned up and improved every corner of the village in Niudian Town,which has greatly improved the appearance of the village.However,many problems have also appeared in the promotion of environmental governance.Therefore,from the perspective of environmental governance and the beneficiaries-villagers,this article conducts a visit to investigate the effectiveness of environmental governance in this area,and deeply excavates the potential needs of the villagers,hoping to have a certain degree of environmental governance in the next stage of Niudian Town.Promoting role.Based on the theories of sustainable development,human settlements and public goods,this paper adopts the methods of literature research,on-the-spot investigation and chromatography analysis,taking the beautiful rural construction as an opportunity,starting from the current situation of environmental governance in Niudian town of Henan Province and the actual situation of rural residents,and taking farmers as the main body,makes a systematic study on the environmental governance and performance of villages.With the promotion of the strategy of beautiful countryside,the rural environmental governance has been developing and improving.In the process of building a beautiful village in Niudian Town,although there are some achievements in the treatment of living environment,greening environment,garbage and sewage,road traffic,there are still some problems such as waste classification,sewage treatment is not in place,road dust and noise.Through these problems,the government environmental governance indicators are scored and graded evaluation,the results show that in the process of beautiful rural environmental governance,there are still some problems: the main reason is that each subject does not fulfill their rights and obligations in place,as well as the lack of mutual cooperation and contact between each subject.The construction of beautiful countryside is to further improve the rural environment on the basis of improving the living environment.In the process of construction,governments at all levels,all kinds of enterprises and all subjects need to participate in and cooperate with each other,and constantly upgrade and improve in combination with the existing problems of the village.Environmental governance needs a lot of manpower,material resources and capital investment.The government can naturally attract social funds to invest in rural development by putting infrastructure,system guarantee,supervision,ecological environment and other work in place.Only when the government and the main bodies work together,the rural environmental improvement work of Niudian town can be steadily promoted,and then the goal of beautiful rural construction can be achieved with high efficiency,high quality and high quantity.
