Research On The Reform Practice Of Forest Chief System In C City, Anhui Province

Since 2017,Anhui,Jiangxi and other provinces(autonomous regions and municipalities)have focused on the serious problems in forestry ecological construction,learned from the reform ideas of ’river chief’ scheme and ’lake chief’scheme,explored the implementation of the ’forest chief’ scheme,and established the responsibility system for the protection and development of forest resources with the party and government leadership responsibility system as the core,which has achieved remarkable results.The central government clearly pointed out that it is necessary to sum up and promote the successful experience of Anhui and Jiangxi Province,claimed to fully popularize the ’forest chief’ scheme in the whole country.In January 2021,the office of the Central Committee and the office of the State Council issued The Opinions On The Full Implementation Of The ’Forest Chief’ Scheme,calling for the full implementation of the ’forest chief’ scheme throughout the country.This paper takes the reform of ’forest chief’ scheme in C City of Anhui Province as the research object.It not only studies the implementation of the guidelines and policies formulated at the central and provincial levels,but also adjust measures to local conditions and analyze specific problems,which has certain reference significance.’Forest Chief’ Scheme is a new concept based on ’river chief’ scheme and ’lake chief’ scheme for the protection and development of forest resources.It is not only a system innovation,but also a reform exploration.Although the reform of ’forest chief’scheme in C City has achieved remarkable results,there are still some problems.Based on the theory of ecological civilization and holistic governance,this paper expounds the research status,research methods and basic concepts of ’forest chief’scheme in C City,and explains the achievements of ’forest chief’ scheme reform by using the ’Five Green’ system(green protection,green enhancement,green management,green use and green living),and analyzes the problems and causes in the implementation of ’forest chief’ scheme reform in C City.The research of this paper is specific to the implementation of policies and systems.The research is more in-depth and detailed,and the analysis of problems,causes and countermeasures is more accurate.Through the research methods of interview survey,theoretical analysis and so on,we learn from the typical cases and experience enlightenment of ’forest chief’ scheme reform in other regions,and put forward the corresponding countermeasures,so as to further optimize the reform and innovation path of ’forest chief’ scheme in C City,and to realize the promotion of forest governance by ’forest chief’ scheme in C City.
