Since the 18 th National Congress of the Communist Party of China, people's health has been put in a strategic position as a priority for development. However, with the increasing of the aging and extension of life expectancy, the health problems and quality of life among the elderly have brought big challenges to the national health. To this end,our country is committed to establishing and improving the basic medical insurance system for the elderly from urban and rural areas, building a health service system that is compatible with the national economy and social development, and promoting healthy aging in China. As an important group in the development of industrialization and urbanization, the migrants from rural areas has generally higher demands for medical services than other groups after entering the old age. However, the floating people may face the more risks because of the disparity of basic public service rights between the rural and urban citizenship. Therefore,it is important to explore the impact of urbanization of rural population and the utilization of medical services on the health for the elderly,in order to advance the equal access to basic public services and promote health equality.Based on Andersen's health service utilization theory,Grossman's health demand model and healthy aging theory, this paper discusses the impact of the utilization of medical services for the elderly on the health for the elderly under the background of the urbanization of floating population through the questionnaire survey. The results show:(1)The utilization of medical services has a significant impact on the health of the elderly population from agricultural migration.First, the elderly who are seriously ill and can seek medical treatment in time have a good perception of their own health status, while the elderly who cannot be admitted to the hospital in time are not satisfied with their own health status at a significant level of 1%,and the normal medical needs of the elderly are suppressed.Measures to delay or avoid medical treatment for diseases have seriously affected the health status of the elderly.Second, the self-assessed health status of the elderly who participated in the physical examination is significantly better than that of the elderly who did not participate in the physical examination. The provision of health examination and medical services has a promoting effect on improving the health of the elderly.(2)The urbanization of the agricultural migrant population has a significant impact on the self-evaluated health of the elderly population of agricultural migrant population.Compared with the non-civilized elderly group, the urbanized elderly group has a higher level of health, and the health level can be improved by 17.4%.Among them, compared with migrating urbanization,in-situ urbanization and the health level of the elderly show a positive correlation at a significant level of 5%,and being more familiar with the social situation is conducive to the good integration of in-situ urbanization and the health status of the elderly, and provides a positive guarantee for the improvement of their health conditions.(3)The moderating effect of the urbanization status on the relationship between the utilization of medical services and the health of the elderly.Regression analysis results show that, compared with non-urbanization,urbanization has a significant positive regulatory effect on the relationship between the elderly who are seriously ill and admitted to the hospital or participate in health check-ups and the health of the elderly.(4)The moderating effect of the mode of urbanization on the relationship between the utilization of medical services and the health of the elderly.Compared with migrating urbanization,in-situ urbanization plays a positive role in regulating the relationship between the utilization of medical services and the health of the elderly.Based on the above analysis, the related policies and suggestions are put forward in order to meet the needs of medical services for the senior migrants.(1)Strengthening the equalization of medical services to promote the settlement of agricultural transfer populations in cities;(2)Improving the medical insurance system to protect the rural migrant senior population by increasing the medical insurance reimbursement ratio;(3)Strengthening health education and publicity to build the "internet + medical" platform;(4)Playing the frontier role of community medical services to promote the social integration of the elderly population of migrants.
