Research On The Supply Problems And Countermeasures Of Community Public Cultural Services In Qixingguan District, Bijie City

With the rapid development of China’s economy and the continuous progress of society,after the public’s material needs are met,they begin to pursue a richer spiritual and cultural world.The demand for public culture tends to be diversified in ways and personalized in content.However,the single supply mechanism of public culture in the past has been unable to meet.As the basic unit of the city,community can transfer the concept and value of public cultural service to residents more directly and effectively.The construction of effective community public culture supply mode can not only meet the diversified and deep spiritual and cultural needs of residents,guide correct and positive values,but also play a role in improving community cohesion and building a harmonious community It plays an important role.In 2013,Bijie City was successfully established as one of the first batch of public cultural service system demonstration areas in China.After the establishment of the city,Bijie City has accelerated the pace of building a modern urban community public cultural service system and building all-round and high-standard public cultural facilities.In the supply mechanism of community public cultural services,we should constantly improve and innovate,adjust measures to local conditions,and proceed from the perspective of solving the actual needs of the masses.We have carried out some new policies and measures in a practical and realistic way,and have made remarkable achievements,but at the same time,we are also facing new opportunities and challenges.After the overall study of the research results in the field of community cultural services in China and Western countries,combined with empirical research method,this paper deeply analyzes the current supply system of community cultural services in qixingguan community of Bijie City,and holds the first hand information by means of literature review and field survey,so as to think that the problems it faces are: first,the lack of community public cultural service facilities Secondly,the information publicity of community public cultural service is not in place;thirdly,the supply of community culture is insufficient;fourthly,the construction of community public cultural service team is not comprehensive;fifthly,the contradiction between supply and demand of community cultural service is prominent.The influencing factors of the problems are single supply subject of community public culture,incomplete cultural service laws and regulations,imperfect investment mechanism of community cultural service funds,low specialization and stability of community public culture team,and unreasonable expression of residents’ cultural needs.The paper puts forward the corresponding solutions to the problems: first,to cultivate diversified suppliers and improve the infrastructure sharing mechanism;second,to improve the supporting policy system of community public cultural services;third,to encourage multi-channel fund-raising mechanism;fourth,to strengthen the construction of public cultural service talents;fifth,to broaden the channels of residents’ demand expression.It is expected that through the research results,Bijie community will have a sound service supply system to ensure that the community residents enjoy more equal and higher quality of public cultural services,so as to ensure that Bijie City has a good service construction capacity.
