Research On The Reform Of Comprehensive Administrative Law Enforcement System In Qixia District, Nanjing City From The Perspective Of The Holistic Government

In accordance with the deployment requirements of the Third Plenary Session and the Fourth Plenary Session of the Eighteenth Central Committee of the Communist Party of China,various cities of China have actively explored comprehensive administrative law enforcement system reforms in order to optimize administrative law enforcement functions and the allocation of law enforcement resources,integrate law enforcement teams,and establish mechanisms with main efforts shifted closer to community,to effectively solve the problems of overlapping powers and responsibilities faced by administrative law enforcement,multiple law enforcement,repeated law enforcement,insufficient law enforcement forces,etc.,to achieve the goal of optimizing the setting of government agencies and functions,and finally establish an authoritative and efficient administrative law enforcement system and a service type that satisfies people,to modernize the national governance system and capacity.Qixia District of Nanjing started early and made great efforts in the reform of the comprehensive administrative law enforcement system.Based on the concept of a holistic government,the district has achieved positive reform results by exploring the implementation of the separation of two powers,pushing the focus of law enforcement downwards,establishing a comprehensive administrative law enforcement mechanism,and improving the comprehensive supervision system.However,using a holistic government theory analysis,there still exist a series of problems in the district,such as insufficient system operation,insufficient decentralization,insufficient team building,and insufficient technical support.This has restricted the reform of the comprehensive administrative law enforcement system to a certain extent.effect.Based on the analysis of the problems and their causes,through comparative analysis with the reform of the comprehensive administrative law enforcement system in other domestic cities such as Jiaxing,Tianjin,Wujiang District of Suzhou,and other cities,and using holistic government theory,the study proposes to optimize Qixia District,Nanjing.Comprehensively structure and design the administrative law enforcement system,and make specific recommendations: Construct the law enforcement system?Standardize law enforcement powers?Strengthen law enforcement teams?Improve law enforcement mechanisms?Strengthen internal and external supervision?Strengthen technical support.
