Since the reform and opening up,the state has vigorously promoted the development of private education and formulated many policies to promote the development of private education.Under the guidance and encouragement of the national policy,the basic education of our people has also been developed by great lengths.In particular,since Premier Li Peng signed the Decree of the State Council of the People's Republic of China(No.226)in 1997 on the regulations on the running of schools by social forces and promulgated the Law of the People's Republic of China on the Promotion of Private Education in 2002,basic education of our people has been developing continuously and steadily,showing a prosperous development.In December 2018,President Xi Jinping signed the Presidential Decree of the People's Republic of China(No.24),which issued the Law on the Promotion of Private Education of the People's Republic of China,which was amended for the third time by the Standing Committee of the National People's Congress.The implementation of this law further standardizes the development of basic education for our people,so that the development of basic education for our people has entered a new stage of development in accordance with the law,norms and order.At present,under the guidance of Xi Jinping's theory of socialism with Chinese characteristics in the new era,and under the guidance of national and local policies,China's basic education has developed into a diversified school-running pattern with government-run schools and broad participation of society,and private basic education has become an important force to meet the diversified needs of basic education,expand the supply of basic education,promote the popularization of basic education and promote the reform and development of basic education.The cause of private basic education has been paid more and more attention by governments at all levels and the masses of society.The achievements made in the development of basic education by our people are indesoly related to a series of laws and policies issued by the state.In particular,the Law on the Promotion of Private Education,which was implemented in September 2017,as the state's national law on the development of private education,regulates and leads governments at all levels to formulate and formulate policies and regulations that are appropriate to promote and regulate the development of private education,so that the orderly and standardized development of private basic education has laid a solid legal and policy foundation.After the 19 th National Congress of the Communist Party of Zhejiang Province,under the guidance of the relevant laws and regulations of the state,from the actual situation in Zhejiang Province,continue to encourage and guide social forces to set up education,and combined with the characteristics of the new era,one after another formulated and issued various incentives and policy initiatives,so that the province's social forces to invest in running schools to further improve the enthusiasm.A series of laws and regulations not only point out the direction for the development of Zhejiang private basic education from a macro perspective,but also become an important guarantee for the prosperity and development of Zhejiang private basic education.However,after the rapid development of private basic education in Zhejiang Province,and having a better foundation in the scale and level of running a school,it is also necessary to make adjustments from the development model,from the expansion of scale to the development of connotation and improve the quality of running a school.However,there are some constraints in the intension development of zhejiang private basic education,which brings new challenges to the development of private basic education.For example,the length of running schools is different.Many schools can not grasp the law of basic education.The main legal person attributes of running schools are not clear.The rights and interests of private schools are difficult to protect.Financing channels are not smooth and financial support is not enough.School funding is tight.Teachers are unstable,affecting the quality of basic education training in private schools,Teachers and students' rights and interests are not guaranteed.These problems and factors affect the development of private basic education.Therefore,under the macro situation of the current state's strong support for social forces to set up basic education,how to grasp the opportunity to solve some problems in the development of private basic education from the perspective and micro,more practical in policy formulation and implementation,more conducive to promoting the benign development of private basic education in Zhejiang Province,is a challenging task for all levels of government and private basic education in Zhejiang Province.Taking Zhejiang Province as a research area and Zhuji City as an example,this paper uses the relevant public management theory to analyze the role orientation and behavior of all levels of government in Zhejiang Province in the development of private basic education,in order to find the behavior logic of the government in the development of private basic education,and tries to put forward policy proposals conducive to the development of private basic education in Zhejiang Province,so as to provide reference for the decision-making and practice of all levels of government and related departments.The first part is an introduction.This paper introduces the research background,significance,ideas and methods of this topic,and combs the literature of Chinese and foreign related research,and lays the literature foundation of the topic study.The second part is conceptual understanding and theoretical basis.A more comprehensive definition of the core concepts related to this topic lays the conceptual basis for the study of this topic,and at the same time,according to the research topic and literature combing,the relevant theoretical support of the study of this topic was looked for and the theoretical basis of the study of this topic was laid.The third part is the analysis of the current situation of private basic education in Zhejiang Province.Taking Zhuji's private basic education as an example,this paper introduces in detail the current situation of the development of private basic education in Zhejiang Province and the status quo of the government's support policy.The fourth part is the problem and the reason.On the basis of in-depth analysis of the present situation,the problems of the support policies of the government-run basic education in Zhejiang Province are summarized,and the causes of the problems are analyzed in depth.The fifth part is the countermeasure suggestion.Based on the analysis,problem generalization and reason analysis of the current situation of private basic education in Zhejiang Province,the paper puts forward some countermeasures and suggestions to improve the support of private basic education policy in Zhejiang Province: perfect the policy and regulation of private basic education,improve the quality of the support policy of private basic education,optimize the environment for the implementation of the policy of supporting private basic education,and so on.
