Research On The Fragmentation Dilemma Of Comprehensive Administrative Law Enforcement In Huaqiao Economic Development Zone And Its Solution

At this stage,China is committed to building a modern country and social governance system,and political system reform is the prerequisite for realizing the modernization and transformation of governance system.As an indispensable part of China's administrative system reform,comprehensive administrative law enforcement is of great significance to China's government transformation.The construction of comprehensive administrative law enforcement system is related to economic and social development and social stability.In China,the reform of comprehensive administrative law enforcement system lasted more than 20 years and made great progress.The third and fourth plenary sessions of the 18 th CPC Central Committee decided to put forward new requirements,clarify the ideas of law enforcement reform,and the reform has entered a new stage.However,there are still some areas that need to be improved in the construction of the comprehensive administrative law enforcement system at the grass-roots level.Taking Huaqiao Economic Development Zone as an example,this paper first expounds the background and significance of choosing the reform on the basis of combing the relevant literature and research materials at home and abroad;Secondly,combined with the practical experience of the comprehensive administrative law enforcement reform in Huaqiao Economic Development Zone,this paper discusses the main objectives,main practices and results of the comprehensive administrative law enforcement reform in Huaqiao Economic Development Zone,and preliminarily analyzes the phenomenon of "integration but not integration" after the comprehensive administrative law enforcement system reform This paper analyzes the problem of "fragmentation" of comprehensive law enforcement from four aspects of law enforcement process and analyzes its causes;Then,it compares and analyzes the practices and experience of other cities in China on the reform of comprehensive administrative law enforcement system.At the end of the article,based on the reform practice of other domestic cities and Huaqiao Economic Development Zone,according to its reasons,this paper puts forward four suggestions from the aspects of practical operation,such as improving the institutional setting,unblocking the management system,strengthening publicity and training and standardizing the way of law enforcement,so as to promote the integrated administrative law enforcement system closer to the integrity and truly realize the "integration" in order to achieve the "14th five year plan" In this period,Huaqiao Economic Development Zone has made contributions to the improvement of the comprehensive administrative law enforcement system,and put forward the reform practical experience that can be popularized and copied for the current comprehensive administrative law enforcement work in China.
