Study On The Economic Loss Evaluation And Treatment Of Haze Pollution In Xi’an

In recent years,the haze pollution in our country has erupted frequently,and the degree has become more and more serious,which not only affects the health of residents and the safety and smoothness of traffic,but also has an important negative impact on social production and life.According to the “2018 China Eco-Environmental Status Bulletin” issued by the Ministry of Ecology and Environment,Xi’an ranks 158 th in the comprehensive index of ambient air quality in 169 cities at or above the prefecture level in China.The positioning is seriously inconsistent,which restricts the future high-quality economic and social development of Xi’an and the improvement of the living environment.The article evaluates the economic loss of haze pollution in Xi’an,analyzes the driving factors of haze pollution in Xi’an,and proposes a governance path for haze pollution in Xi’an.This study provides experience support and policy reference for clarifying the hazards,driving factors and governance paths of haze pollution in Xi’an.Based on the analysis of the current situation of haze pollution in Xi’an,the article uses the dose-effect analysis method,direct loss assessment method and market value method to assess the health loss,traffic loss and agricultural loss caused by haze pollution in Xi’an.The results show that the economic losses caused by haze pollution in Xi’an showed a rising trend from2014 to 2018.Among them,the economic losses in 2017 were the largest,reaching 15.365 billion yuan,accounting for 2.06% of GDP in that year;in terms of individual items,the proportion of health losses is the highest,followed by transportation,agriculture is the smallest.Secondly,Using geographic detectors to identify the driving factors of haze pollution in nine national central cities,it was found that unreasonable industrial structure is an important source of haze pollution.The detection results of the remaining variables in order from large to small are energy consumption per unit of GDP,construction area,urbanization rate,and private car ownership.Based on the detection results and comparative analysis results,research and analyze the path of haze pollution in Xi’an City,and propose to accelerate the optimization and upgrading of industries and build a modern industrial system;accelerate the adjustment of energy structure and improve energy utilization;improve the level of dust control and improve residents’ supervision Mechanism;optimize the urban spatial structure,improve the level of urban greening;deepen the prevention of mobile source pollution,improve the urban green transportation system.These ways will provide reference for the construction of Xi’an.
