A Research On Governance Path Of Intergovernmental Cooperation In Haze Area Of Yangtze River Delta

Fog and haze pollution is of obvious spillover and cross-border.It can cause large range of diffusion and great harm if it continues for a long time.It can easily affect the production,life and healthy if we can not tackle haze pollution effectively.Haze governance is urgent.Under the pressure of the central government and the state’s major activities,cooperation between local governments achieves significant results in the short term.Local government is a rational economic man and consider the issue from the local interests.The cooperation between the government often falls into the plight of failure if the pressure from central government disappears.Haze governance faces many difficulties.Inter governmental cooperation is affected by the internal and external environment in a mere formality,the lack of institutional norms,the low degree of cooperation organization and the lack of long-term mechanism of inter governmental cooperation.This paper take Yangtze River Delta haze governance for example and analyze the causes of haze Governanc Dilemma of intergovernmental collaborationfrom the concept of cognitive bias,interest competition game,administrative division and cooperation system of rigid anomie.We could crack the plight and form a long-term mechanism of intergovernmental cooperation governance by rectifying the idea of inter governmental cooperation,balanceing the interests of the main body,establishing a cooperative organization and standardizing the system of inter governmental cooperation mechanism.
