With the gradual deepening of the understanding of the interaction between the scarcity of forest vegetation and flood and desertification in the policy theory and practice circles in China,the return of farmland to forest and grassland should be put on the stage of ecological governance,which marks the shift of China’s ecological governance from the single prevention and control of sand and afforestation to the systematic combination of management and adjustment of mountains,rivers,forests,farmland,lakes and grass.Xinjiang kashgar region,ecological bad,rain aggravated the serious desertification,economic underdevelopment,returning farmland to forest is the focus of the target area,because the Chinese jujube relatively better able to give attention to both ecological and economic benefits,become the kashgar region government and farmers in the common behavior choice,returning farmland to forest situation Chinese jujube planting area of accelerated expansion to increase forest vegetation,contributed a lot to improve the ecological environment.On the basis of field research,in-depth interview and literature review in Kashgar,this paper uses Eleanor.Ostrom’s "social ecosystem" SES framework,trying to clarify three stages of policy on returning farmland to forest I stage(2000-2007,2008-2014,2015-2020)drive Jujube kashgar region of the key factors,a comprehensive analysis of influence Jujube planting each variable complex interactive relationship,evaluation of returning farmland to forest policy implementation of ecological performance and social performance,to maintain results of returning farmland to forest policy,establish a long-term mechanism for ecological compensation provide beneficial policy implications.The results showed that the policy of phased conversion of farmland to forest was the key factor driving the initial scale of Chinese jujube plantation in Kashgar,and there was a significant causal relationship between the participants’ willingness to plant Chinese jujube plantation and subsidies and forest rights.Booster kashgar region market incentives instead of returning farmland to forest policy during Jujubescale expands rapidly,attribution is red jujube economic value add to weaken the strength decrease the disadvantages of returning farmland to forest,and actors attributes of economic and social changes and the acceleration of social capital injection stage to play an important role of returning farmland to forest policy difficult market to hedge against positive turn negative incentives,supervision and the sanctions rules limiting the actors to switch to the willingness and behavior choice,kashgar region plight results difficult to continue the policy of returning farmland to forest.Therefore,it is necessary for policy makers to strengthen policy coordination and introduce relatively stable supporting policies on land and water resources,so as to avoid the continuous weakening of policy incentives for returning farmland to forests.It is necessary to consider the external impact of the policy of returning farmland to forest on the development of forestry and to develop all kinds of forest species in a scientific and orderly way.In addition,more attention should be paid to the livelihood changes of Chinese jujube plantation farmers.Within the scope of conversion of cultivated land to forest,a certain proportion of Chinese jujube plantation should be allowed to be converted to apple,pear,apricot and other economic forest species,so as to realize the dynamic balance of social and ecological benefits of conversion of cultivated land to forest.
