Research On Quantification And Realization Path Of Ecological Compensation In The Yangtze River Economic Belt On 3D Ecological Footprint

With the continuous development of the world economy.human’s exploitation of.natural resources has far exceeded the regeneration capacity of resources,and environmental problems are becoming increasingly serious.Since the 16th National Congress of the Communist Party of China,China has attached great importance to the construction of ecological civilization and put forward a series of important thoughts and scientific conclusions.Ecological compensation is an important part of ecological civilization construction.The 19th National Congress clearly proposed to establish a market-oriented and diversified ecological compensation mechanism.As an extremely important part of China’s spatial economic pattern,General Secretary Xi Jinping has proposed that the development of the Yangtze River Economic Belt should focus on greater protection instead of large-scale development,and take the road of ecological priority and green development.In this context,the research on ecological compensation in the Yangtze River Economic Belt can improve the framework of ecological compensation system and the compensation mechanism of ecological protection,so as to promote the co-protection and co-governance of ecological environment and regional coordinated developm ent.Based on the three-dimensional ecological footprint and ecosystem service value,this paper defines the concept of ecological compensation on the basis of systematic review of relevant studies at home and abroad.At the same time,it deeply analyzes the relevant theoretical basis of the ecological compensation mechanism of the Yangtze River Economic Be lt,and constructs the ecological compensation model of the Yangtze River E conomic Belt.110 cities in the Yangtze river economic belt as empirical research object,according to 2017 data.calculating the three-dimensional ecological footprint and ecological service value,through the selection,compensation and compensation for the three indexes to the attention of the ecological environment to modify the empirical results,which is obtained the conclusion of provinces and cities need to how much be compensation,compensation.Results show that in 2017,Yunnan,Sichuan,Jiangxi and Anhui province as the "ecological zone" compensation,the other for "regional ecological compensation",among them,Shanghai,Jiangsu province should pay for the ecological compensation of about 10 billion yuan and 31.6 billion yuan respectively,in Yunnan province and Jiangxi province should obtain the ecological compensation of 3.57 billion yuan and 5.32 billion yuan respectively.In implementation mechanism research,this article through to the Yangtze river economic belt of ecological compensation policies and achievements to comb,found in the Yangtze river economic belt of ecological compensation at present is still in the exploratory stage,although some achievements have been made,but the distance to perfect the ecological compensation mechanism,there is still a gap system obstacle and show some mechanism,such as:The related system of ecological compensation is not perfect,the concept of ecological compensation of each subject needs to be improved,and the realization mechanism of ecological compensation has some defects.On this basis,based on the analysis of typical cases of ecological compensation at home and abroad,this paper summarizes the reference and enlightenment of domestic and foreign ecological compensation cases to the construction of ecological compensation mechanism of the Yangtze River Economic Belt.Finally,a framework for ecological compensation of the Yangtze River Economic Belt(YREB)is proposed,which is guided by the principle of "joint efforts for greater protection",the principle of beneficiary compensation,joint development and sharing,regional coordinated development and sustainable development,and the mechanism of institutional guarantee,regional coordination,supervision and restraint,and publicity and education.And according to the actual situation,put forward suggestions to improve the ecological compensation mechanism by stages,after 15 years of efforts,gradually establish a perfect ecological compensation system,to achieve the fundamental improvement of the ecological environment,building a beautiful China.
