| With the continuous development of socialism with Chinese characteristics in the new era,China’s economic construction has entered a new historical stage,in the process of development,the transformation of land use types,the use of pesticides,fertilizers,etc.,so that the quality and quantity of cultivated land decline,cultivated land ecosystem problems are serious,and the development between regions is unbalanced.Ecological compensation of cultivated land is an important means to solve the problem of unbalanced regional development and cultivated land.Scientific quantification of the ecological value of cultivated land is the key to ecological compensation of cultivated land.As the most basic means of production for agricultural production,arable land not only plays an economic role in producing crops and providing energy exchange,but also plays an ecological role in providing biodiversity,purifying surface waste and sequestering carbon.The quantification of farmland ecological compensation is conducive to solving the problem of internalization of cultivated land protection externalities,improving the efficiency of cultivated land utilization,and embodying the ecological value of cultivated land,thereby ensuring the sustainable development of cultivated land and alleviating the problems between regional food security and economic development.Henan Province is a major grain producing area and one of the main grain transfer provinces.Based on the open three-dimensional ecological footprint model,this paper calculates the biological resource footprint,carbon footprint and ecological carrying capacity of cultivated land in each county and district of Henan Province,measures the ecological surplus/deficit,and compares the spatial differences between the supply side and demand side of each county in Henan Province.Based on the farmland ecosystem service value model,calculate the value of farmland ecosystem service per unit area in each county and city in Henan Province,combine socio-economic development and residents’ living standards,and calculate the total amount of farmland ecological compensation in each county and district.According to the economic development of each county and district in Henan Province,determine the priority of ecological compensation in each county and district;Finally,considering the regional natural and economic aspects,according to the total amount of cultivated land ecological compensation and the priority of ecological compensation,the comprehensive zoning of cultivated land ecological compensation is carried out,and development suggestions are put forward.The conclusions of the study are as follows:The total ecological footprint of cultivated land in Henan Province was 19.9627 million hm2,the per capita ecological footprint of cultivated land was 2032 hm2,the ecological carrying capacity of cultivated land was 33.407 million hm2,and the per capita ecological carrying capacity of cultivated land was 3,500 hm2.Henan Province is in a state of ecological surplus,with an ecological surplus of 12.7089 million hm2 and a per capita ecological surplus of0.1335hm2.The depth of Henan’s ecological footprint is 0.627,which means that the time required for arable land production to meet the annual consumption needs of all the population in Henan Province is 0.627 years.The total amount of ecological compensation for cultivated land in Henan Province is positive,and the amount of compensation is 1.391 billion yuan.The regional distribution of cultivated land ecological footprint and cultivated land ecological carrying capacity in Henan Province was uneven,and the distribution of high cultivated land ecological footprint and high cultivated land ecological carrying capacity was consistent.There are 16 counties in Henan Province with an ecological footprint of more than300,000 hectares of arable land,and 46 counties and districts with an ecological carrying capacity of more than 300,000 hectares of arable land.Zhengyang County in Zhumadian,Taikang County in Zhoukou City,and Yongcheng City in Shangqiu City are not only high-value areas for cultivated land ecological carrying capacity,but also high-value areas for cultivated land ecological carrying capacity.The ecological profit and loss of cultivated land in Henan Province in 2020 is positive except for Zhengzhou City,which means that the annual cultivated land resources of Henan Province are sufficient to support its own consumption demand,the regional ecological pressure is small,and the ecological status of cultivated land is better.Erqi District,Shangjie District,Jinshui District,Huiji District,Gongyi City,Xinzheng City,Xingyang City,and Dengfeng City of Zhengzhou City are in a state of ecological overload.Henan Province belongs to the ecological compensation area.In Henan Province,150 counties and districts have a positive total amount of ecological compensation for cultivated land,and 8 counties and districts have a negative value.Yunhe District,Lingbao City,Yongcheng City,Zhaoling District,Hua County,Qi County,Xin’an County,Wancheng District,Dengzhou City,Zhongmu County and Xinye County are highly compensated areas;Xingyang City belongs to the high-payment area.There are 158 counties and districts in Henan Province,with a total of 1 priority payment area,6 payment potential areas,87 priority compensation areas,32 compensation potential areas and 32 ecological balance areas.The priority compensation area is the type with the largest number and wide distribution of the five districts in Henan Province,accounting for55% of the number of counties and districts in Henan Province.The Huanghuai Economic Zone and the Southwest Yu Economic Zone are compensated urgently,followed by the North Yu Economic Zone.The ecological balance zone is mainly distributed in the Central Plains Economic Zone and the Yubei Economic Zone.Based on the open ecological footprint and ecosystem service value,this paper calculates the total amount of ecological compensation of cultivated land in each county in Henan Province,and carries out comprehensive zoning for compensation,so as to promote the "trinity" protection of cultivated land,coordinate regional development,promote regional benefit sharing,and promote regional ecological equity. |
