Urban agglomeration construction plays a vital role in the national new-type urbanization strategy and economic and social development.The Guanzhong Plain Urban Agglomeration,as the leading region of "One Belt And One Road" and the region with the strongest comprehensive economic strength in Northwest China,is facing serious resource and environmental constraints.How to maintain the coordinated development of resources,environment and economy in this area and ensure the quality of economic development has become an urgent problem to be solved.Therefore,this paper combines a variety of methods to measure and evaluate the ecological efficiency of the Guanzhong Plain urban agglomeration and analyze its development trend,which is of great significance to promote the coordinated development of regional ecological economy.First,through literature research and theoretical review,the concept of eco-efficiency is defined,"environmental policy text" is introduced,and an input-output index system based on resources,policies,economy and environment is constructed.Secondly,the US-SBM model and the GML index model are used to evaluate the ecological efficiency of 12 cities in the Guanzhong Plain urban agglomeration from2010 to 2018 from the static and dynamic dimensions,and analyze the spatio-temporal development trend,and analyze the causes of efficiency loss.Then,based on the measured value of ecological efficiency,Moran index is used to analyze the spatial autocorrelation development trend of ecological efficiency of urban agglomeration in Guanzhong Plain,and explore the process of spatial interaction of ecological efficiency in this region.Finally,from the perspective of government macro and enterprise micro,the ecological efficiency improvement strategy is systematically proposed,in order to provide a scientific basis for the ecological economy optimization decision of the inner city of Guanzhong Plain Urban Agglomeration.The results show that :(1)During the study period,the ecological efficiency of the Guanzhong Plain urban agglomeration is on the rise,but the ecological efficiency of all the cities in the study period is in the DEA invalid state,and the Guanzhong Plain urban agglomeration still has great potential in improving the ecological efficiency;(2)At present,the scale input and output of the Guanzhong Plain urban agglomeration are not proportional,and the optimization of input scale and output has not been achieved,and the scale economy has not been realized;(3)With the change of time,the ecological efficiency of the core layer gradually developed to a better direction,while the ecological efficiency of the surrounding cities gradually decreased;(4)The input redundancy rate of environmental policy text is the highest,and the excessive input of energy consumption,water resource consumption and urban construction land area are also the main reasons for the low ecological efficiency.(5)The technological progress index of all cities is greater than 1,but the change index of technological efficiency is not ideal,and the efficiency value is generally less than 1;(6)During the study period,the ecological efficiency of each city showed a negative correlation on the whole.The distribution characteristics of high-low agglomeration and low-high agglomeration were significant,and the spatial difference of urban ecological efficiency was large. |
