Research On Countermeasures Of Township Governments To Control Dust Pollutio

Since the 18 th CPC National Congress,China has paid more and more attention to ecological environment protection.In recent years,with the rapid development of urbanization and rapid expansion of urban scale,the air pollution situation represented by dust pollution has become increasingly serious.Dust has gradually become the primary pollutant of air particulate matter emission source,and dust pollution has become an increasingly prominent problem.Township government as the front line of national policy implementation,in the dust pollution governance plays an role,because the same husky and pollution of villages and towns government governance mode single,weak governance ability construction,system mechanism is not perfect,especially in the current environmental situation is very grim,the central,provincial,municipal multistage environmental supervision is becoming more and more frequent,As the front line for the implementation of national policies,township governments play an indispensable role in dust pollution control.Similarly,because township governments have a single model for dust pollution control,weak governance capacity-building and imperfect systems and mechanisms,especially in the current severe environmental protection situation,central,provincial and municipal multi-level environmental inspectors are becoming more and more frequent.The pressure of the township governments is unprecedented,which not only hinders the effective implementation of the responsibilities of the township governments in dust pollution control,but also far from meeting the needs of the country to curb the deterioration of the current air environment,improve environmental quality and promote the construction of ecological civilization.Therefore,this paper takes Q City S town as an example to study the dust pollution control work of township government.First of all,the relevant concepts are defined and the theoretical basis of governance is analyzed.Secondly,this paper focuses on the organization,experience and achievements of dust pollution control work in S town of Q City,and summarizes the problems existing in dust pollution control work of township governments.Combined with relevant theories,it is pointed out that the main reasons of the problem are the lag of dust pollution control legislation,the imperfect horizontal coordination mechanism between departments,the lack of professionals in dust pollution control,and the imperfect social participation mechanism.Finally,based on the analysis of the causes,this paper figures out the countermeasures to solve the problems in dust pollution control of township government,that is,strengthening the implementation of legislation to straighten out the supervision responsibility,establishing a joint management team to improve dust supervision ability,and guiding public opinion to promote public participation.
