| Since China’s reform and opening up,with the continuous development of the national economy and the substantial growth of the rural economy,China’s rural development has also entered the development track of a new era of market economy and modern countryside,and the people’s economic conditions have been significantly improved.However,the current state of rural development can no longer meet the rural people’s pursuit of a better living environment with the improvement of economic conditions,and the problems in rural ecological construction gradually surfaced.Due to the extensive economic development mode adopted for a long time in the early stage of economic development,both the national level and the township government level have one-sided pursuit of economic development,ignoring the balance between economic development and ecological environment,which has led to the predatory development and utilization of natural resources in China’s rural areas,and the ecological environment has been greatly damaged.The serious ecological problems not only affect the daily life of rural residents,It also affects the sustainable development of the economy.The ecological environment in rural areas has become a major obstacle to China’s development.However,more and more attention has been paid to the modernization of harmonious coexistence between human and nature in many aspects in the report of the20 th National Congress of the Communist Party of China.Under this background,the research on the ecological functions of township governments is of great significance.Rural ecological construction is a long-term task involving many aspects,and its process requires complex management and systematic policy support.The government’s ecological function is the theoretical basis for rural ecological construction policy,and also the theoretical basis for the government to reasonably perform its ecological responsibility.Under the guidance of the theory of polycentric governance and service-oriented government,the ecological functions of township governments should include four parts: leading and decision-making functions,internal organization functions,external coordination functions and supervision functions,which are characterized by independence,publicity and systematism.Guided by the new public management theory and the service-oriented government theory,this paper,through the research and analysis of the ecological functions of the government by Chinese and foreign scholars,and consulting the relevant work reports and project plans of the towns and townships of Tiantai County Government in the overall rural ecological construction,analyzes the problems of the township governments in the ecological construction of Tiantai County,and believes that the current problems of the township governments in realizing the ecological functions are as follows: first,Lack of external assistance in performing leading and decision-making functions;Second,there is a lack of internal coordination ability in the realization of internal organizational functions;Third,there is not enough experience in trying external coordination functions;Fourth,we have not yet established a sound multiple supervision mechanism.Through the analysis of the difficulties in the implementation of ecological functions and the reference to the successful experience of typical regions,this paper puts forward the optimal path for township governments to perform ecological functions: first,comprehensively improve the government’s leading and decision-making ability in terms of organizational structure and personnel training;Second,combine the public,enterprises,society and other multiple entities to improve the external coordination capacity of the government;Third,establish the supervision mechanism of multi-agent cooperation;Fourth,ensure the diversified financial support for rural ecological construction.It is hoped that while optimizing the ecological functions of township governments,we can also realize the construction of service-oriented government at the grass-roots level. |
