Research On Legal Issues Of Municipal Solid Waste Classification Management In My Country

The speed of urbanization in my country continues to accelerate,and people’s requirements for life continue to increase,which also brings many problems that need to be solved urgently,such as the garbage problem to be discussed in the article.With the growth of urban population,urban residents generate a large amount of domestic waste,which seriously pollutes the environment and affects the beauty of the city.It is urgent for us to take corresponding measures from the fundamental and source.Although my country has begun to pay attention to the issue of waste classification management,and has also promulgated relevant laws,regulations and policies;at the same time,many cities have formulated government regulations and local regulations according to local conditions,and have achieved certain results through practice,but due to the imperfect legal system and lack of Issues such as special legislation and the incomplete content of relevant legal systems have made the process of waste classification management in my country slow,which is not only unfavorable to environmental protection,but also to the sustainable development of our society.Therefore,establishing a sound and scientific legal system for waste classification management is the only way to provide legal guarantee for the classification management of urban domestic waste.After the “Han River Miracle”in South Korea,although the economy has developed rapidly and the process of urbanization has been accelerated,the population density has increased and a huge amount of domestic waste has been generated,which has brought serious problems to the originally small country of South Korea.ecological environment problems.Water pollution,waste pollution and other pollution problems are serious.In order to reduce the pollution of waste to the environment and improve the recycling rate of resources,South Korea enacted the Waste Management Law in 1986,which has set standards for waste classification,waste collection facilities,etc.The content is stipulated;the garbage classification system was implemented in 1993.Since then,the Korean government has continuously improved the relevant legal system for the classification and management of urban domestic waste according to its own development,and gradually established and improved the supervision system and specific waste.After years of implementation of the legal system,the problem of garbage siege in South Korea has been effectively managed,and South Korea has become one of the countries with the strictest garbage classification in the world.In response to the above problems,this paper,based on the analysis of the legal system of the classification management of urban domestic waste in my country and South Korea,sorts out the problems existing in the legal system of the classification management of urban domestic waste in China,and proposes how to further Opinions on improving the legal system for the classification management of urban domestic waste in my country.First of all,it is necessary to improve the legal system of waste classification management,elevate the legal level of laws related to urban domestic waste classification,strengthen special legislation,build a comprehensive legislative system,and solve problems that cannot be followed at the legal level.Secondly,gradually improve the relevant legal system,unify the waste classification standards,and facilitate the accurate classification of residents;formulate a reward and punishment legal system,through the reward system to encourage residents to put in according to the statutory classification standards,and increase the illegal cost of residents through the punishment system;improve the statutory charging system,clarify the charging standards and usage of domestic waste;improve social and government supervision of illegal waste disposal,so as to improve residents’ awareness of waste classification.And then gradually build a special garbage classification legal system,improve the pertinence and operability of laws and regulations,and promote the construction of my country’s urban domestic garbage classification management as a whole.
