Research On The Problems And Countermeasures Of Household Garbage Classification And Management In Small And Medium-sized Cities

Since China's reform and opening up,the social economy has developed rapidly,and the rapid increase of the urban population has accelerated the soaring of the quantity of urban household garbage,which has led to a series of problems related to environmental pollution control.A large number of municipal household garbage is not timely and effectively disposed of,which not only causes pollution and harm to the living environment and physical and mental health of residents,but also seriously hinders the construction of ecological civilization and the sustainable development of economy in China.At the 19 th National People's Congress,general secretary Xi Jinping proposed to build an environmental governance system with the government as the leading role,residents as the main body,and enterprises and social organizations as the participants,which provides important guidance for the governance of urban household garbage in China.How to deal with the household waste in small and medium-sized cities? Especially based on the small and medium-sized cities how to build the government,residents,enterprises and other multi-subject as the center of the garbage classification management strategy to promote the development of urban civilization? Based on the theory of public goods,the circular economy theory and polycentric governance theoretical basis,using literature study,questionnaire investigation and case analysis,choose the Nanchong as the research object,the living garbage classification management work present situation,problems and causes are analyzed,and draw lessons from the developed countries and domestic regions on the advanced experience of living garbage classification management,small and medium-sized cities are living garbage classification management put forward the corresponding suggestions and countermeasures.The research results of this paper show that there is a long way to go for the classification and treatment of household garbage in Nanchong city due to the unsound legal system,imperfect supporting facilities,unitary management system and insufficient awareness of environmental protection of residents.Therefore,it is necessary to bring into play the joint role of the government,residents and enterprises,improve policies and regulations,improve the supervision system,build infrastructure,strengthen publicity and education,take measures of rewards and punishments,and innovate the governance model,so as to promote the comprehensive implementation of the classification and treatment of household garbage in Nanchong city.
