Dilemma And Optimal Suggestions In Preventing And Cure Of Heavy Metal Pollution In Agricultural Land In Typical Rural Area Of Henan

With the rapid development of industry and agriculture,soil pollution has become more and more serious in China,and ecological environmental protection has attracted unprecedented attention.From the national tenth five-year plan to the fourteenth five-year plan,the importance of soil environmental safety has been emphasized.In May 2016,The State Council issued the Action Plan for the Prevention and Control of Soil Pollution,and in January 2019,the Law of the People’s Republic of China on the Prevention and Control of Soil Pollution officially came into force.The policy and legal system for the prevention and control of soil pollution is being gradually improved,providing a strong guarantee and pointing out a clear direction for the prevention and control of soil pollution.Taking typical agricultural areas in Henan province as an example,this paper,based on the actual situation of heavy metal pollution in agricultural land in the study area,adopts the methods of case study and questionnaire survey,tries to analyze the difficulties and optimization suggestions of heavy metal pollution prevention and control in agricultural land.The paper is divided into seven parts:The first part mainly includes research background and significance,research status at home and abroad,research ideas and technical route,research content,possible innovation points,research methods,etc.The second part introduces concepts related to public goods,agricultural land and soil heavy metal pollution,as well as administrative ecology theory and collaborative governance theory,and Outlines the specific application of the theory in this study.The third part introduces the general situation of the research area,evaluates the current situation of heavy metal pollution of agricultural land in the research area,analyzes the investigation results of the current prevention and control of heavy metal pollution of agricultural land,and summarizes the existing prevention and control system of heavy metal pollution of agricultural land in the research area.The fourth part analyzes the existing difficulties in the prevention and control of heavy metal pollution of agricultural land in the research area based on the results of the investigation:the government’s environmental supervision function is not fully played,the enterprises’ environmental protection concept and behavior is inappropriate,and the public and environmental protection organizations are not active in participating.The fifth part analyzes the existing difficulties in the prevention and control of heavy metal pollution in agricultural land.Inadequate accountability;Insufficient technical fund support;Insufficient incentive for enterprises to consciously prevent pollution;The public and environmental groups have limited access.The sixth part explores that the prevention and control of heavy metal pollution in agricultural land can be controlled from the macro level and the top-level system design can be improved.Carry out responsibilities,improve the implementation of supervision and security;Innovate the way,strengthen technical fund support;Strengthen functions and enhance government governance ability;Broaden channels,promote diversified participation and other aspects of optimization.The seventh part summarizes the outlook,summarizes the research conclusions,and expounds the innovation and shortcomings.Through to the henan agricultural typical agriculture research of heavy metal pollution control problems and optimizing Suggestions can be added to a certain extent,soil pollution control laws and standard improvement ideas,and is advantageous to the local implementation of soil pollution prevention and control policy and implementation of the supervision and management work,solve the problem of regional soil pollution,enhance the level of modernization of government management,We will improve the ecological environment and ensure the safety of agricultural products.
