Study On Ecological Compensation Standard Of Mining Area Based On Farmers’ Willingness To Be Compensated

The development of mineral resources provides a foundation for social and economic development.However,over the years,extensive and unsustainable development has caused serious ecological damage and environmental pollution to the mining area.Since the 19th National Congress,Huayuan County has comprehensively renovated the mining environment and sought economic transformation under the strategic thought of ecological civilization.As an important stakeholder in the mining area,farmers play an important role in the ecological construction of the mining area.Whether it is the greening of mining areas,tailings treatment,land pollution treatment,rural ecotourism,green ecological agriculture and forest carbon sequestration trading,it is inseparable from the support of farmers.Ecological compensation is an effective means to encourage farmers to participate in the comprehensive environmental management of mining areas,and the formulation of reasonable ecological compensation standards is the key.Through the utility indifference curve of farmers and the individual characteristic variables of farmers in Huayuan mining area,this paper constructs the influencing factor model of farmers’ willingness to receive compensation,and deduces the accounting formula of ecological compensation standard.According to the demand,motivation and behavior theory and related research basis,the control variables required by the model are selected.Based on the field survey micro data of farmers in Huayuan mining area,the entropy method is used to weight the secondary observation variables of farmers’ personal characteristics.The parameters of influencing factors of farmers’ willingness to receive compensation are calculated by using logistic regression equation,and the ecological compensation standard of mining area in Huayuan County is calculated by using the double boundary dichotomy conditional value method.The results show that:(1)the amount of ecological compensation standard that can effectively encourage farmers in mining areas of Huayuan County to participate in compensation is 4775.48 yuan·hm-2·A-1.(2)Among the surveyed farmers,78.97%are willing to accept compensation.The main factors affecting farmers’willingness to receive compensation are:age,education level,family effective labor ratio,family income structure,policy understanding,future market expectation and awareness of ecological and environmental protection.(3)Among the subjective cognitive variables affecting farmers’ compensation,among the secondary observation indicators,the understanding of rights protection policies,the expectation of labor reemployment market and the willingness of ecological and environmental protection practice account for the largest weight in their respective empowerment.Based on the above research conclusions,suggestions and countermeasures are put forward from three perspectives:the formulation of ecological compensation standards,the implementation of ecological compensation standards and the supervision of ecological compensation standards:unblock the negotiation channels of multiple subjects and improve the acceptance of standards;Build the market mechanism of ecological compensation and promote price discovery;Improve the realization form of ecological compensation and enhance the sustainability of policies;Strengthen government publicity and education and guide public participation;Third party supervision and accounting institutions are introduced to make policy information transparent and ensure the implementation of standards.
