Manufacturing Industrial agglomeration is a typical spatial development paradigm to obtain competitive advantage,and green innovation is an important source of competitive advantage.As a major manufacturing province,Hunan is faced with a series of problems in the long-term extensive development process,with insufficient independent innovation capability and prominent resource and environmental constraints.Therefore,based on the critical period of manufacturing transformation and upgrading and leapfrog development,it is of great significance to study the mechanism of Hunan’s manufacturing agglomeration affecting the efficiency of green innovation,and to analyze the path and form of action to improve the efficiency of green innovation in a theoretical and practical way.Based on theories of Industrial Agglomeration Theory,Green Innovation Theory and New Economic Geography Theory,this paper builds a theoretical analysis framework and analyzes the mechanism of manufacturing industry agglomeration affecting green innovation efficiency from four paths:agglomeration externality effect,technological innovation dependence effect,human capital accumulation effect and environmental quality constraint effect.The corresponding research hypoth eses are put forward.Based on this,this paper measures the manufacturing industry agglomeration level and green innovation efficiency value by using the extended HerfindahlHirschman index and SBM-DEA model of each city and the autonomous prefecture in Hunan Province.And then,a threshold model and a spatial Durbin model are constructed to test the impact of manufacturing industry agglomeration on green innovation efficiency in an empirical way.Finally,correspond-ing countermeasures and suggestions based on the empirical results are put forward.The results of this paper show that:First,the agglomeration level of Hunan’s manufacturing industry decreases from the northeast to the southwest,and the regional spatial differences are more significant.Second,the green innovation efficiency of various cities and prefectures in Hunan Province is low,and it shows obvious nonequilibrium.Third,the impact of Hunan’s manufacturing industry agglomeration on the efficiency of green technology innovation has significant effects of manufacturing industry agglomeration threshold,innovation output threshold,human capital threshold and environmental regulation threshold.Fourth,manufacturing industry agglomeration has obvious spatial spillover effects on green innovation efficiency.Manufacturing industry agglomeration can not only promote the improvement of local green innovation efficiency,but also significantly promote the green innovation efficiency of its neighboring cities and autonomous prefecture.Accordingly,this paper proposes five countermeasures and suggestions.Firstly,the government should guide the optimization of manufacturing industrial agglomeration appropriately.Secondly,the government should create a consistent atmosphere of green technological innovation in a long time.Third,the cultivation of human capital must be promoted vigorously.Fourth,the environmental quality in the agglomeration area should be regulated reasonably.Finally,and exchanges and cooperation among various green innovation and technology must be fully strengthened in each city and autonomous prefecture.
