| With the overall acceleration of urbanization in R city,more and more municipal solid waste(MSW)and environmental problems such as deterioration come along,so it is urgent to solve the problem of garbage siege.In order to respond to various national policies on meeting the need for safe disposal of municipal solid waste in R city,The r municipal government plans to establish an industrial park for solid waste treatment and application,initiating the systematic treatment mode of municipal solid waste from the source to the terminal treatment.In order to ensure the completion of the project on schedule,avoid the possible risks and deal with them properly.This paper takes the first-phase PPP project of solid waste treatment in R City as the risk research object.On the premise of understanding the basic situation of the project,it analyzes the overall progress of the project,designs risk identification methods and processes,and analyzes the risk factors of the project from politics,economy,nature,construction and personnel.We have obtained 19 secondary risk factors,such as delayed government project approval,government credit,insufficient government supporting measures,policy adjustment,financial security,change of raw material price,human resource cost,nature,engineering change,engineering safety,engineering quality,engineering completion and technical level.On the basis of risk identification,using Delphi method,AHP and fuzzy comprehensive evaluation method to form belongs to R the municipal solid waste treatment,the first phase of PPP project risk evaluation system by building a solid waste disposal PPP risk evaluation model of the first phase of the project,system analysis the risk of possible problems in the project,to solve risk weighting,to score of risk factors,Thus,the overall risk level of the project is measured and the risk control mode of the project is designed specifically,which provides important theoretical support for the smooth implementation of the phase I PPP project of solid waste treatment in R City.Meanwhile,it also provides valuable theoretical basis and practical information for the construction of similar projects in other fields for reference and reference. |
