With the acceleration of China’s urbanization process and the improvement of national living standards,the dilemma of "garbage siege" has become a severe test that government departments at all levels must face.International waste treatment experience and China’s practice in the past 30 years show that with a large urban population and less land,waste incineration and power generation is the best way to achieve "harmless,reduction and recycling" treatment of domestic waste.However,the waste incineration power plant is a "neighbor avoidance" project,and the construction of such projects may cause strong opposition from the nearby people,and even lead to mass events.In order to avoid social stability risk events caused by such projects,it is of great practical significance to carry out social stability risk assessment and risk prevention and control.Through literature research and analysis,this thesis summarizes the existing experience in the construction of stability assessment indicators in relevant fields,combined with the characteristics of waste incineration power plant project,and through investigation and inquiry with relevant personnel,creatively constructs the stability assessment index system of waste incineration power plant project,including 6criteria level indicators and 22 secondary indicators.On this basis,the analytic hierarchy process and fuzzy comprehensive evaluation method are combined to comprehensively evaluate the waste incineration power plant project on the basis of determining the index weight,forming a set of stability evaluation method combining qualitative and quantitative.Taking Yangquan RG waste incineration power plant project as an example,the judgment matrix of each level is constructed,and the calculated Cr is less than 0.1.Through the consistency test,the weight of each level index to the overall goal is obtained.Using the fuzzy comprehensive evaluation method,it can be seen that the degree of "low risk" in the social stability risk evaluation of RG waste incineration power plant project is 0.1882,"lower risk" is 0.2288,"general risk" is 0.2869,"higher risk" is 0.1887,"high risk" is 0.1074.According to the principle of maximum subordination,the conclusion is "general risk".Finally,it puts forward prevention and control measures from three aspects: ecological environment,information disclosure and policy management.
